The Architecture of a Complex System: The Oradea Metropolitan Area in Romania

This chapter approaches the experience of inter-municipal cooperation in the metropolitan area corresponding to one of Romania’s largest cities. It shows that, in a national context not yet ready for the notion of metropolitan authority, making metropolitan cooperation work and achieving palpable results in terms of economies of scale and scope in service delivery require the setting up of a very complex structure. Assessment of Social Services’ Disaster Risk Management: Case Finland

Local actors are crucial in disaster risk management; thus, their capacities should be assessed periodically. In this study, local social services’ preparedness plans were assessed using Emergency Management Program Measurement and quantitative document analysis. The specific aim was to study how social service areas of various sizes were prepared for disasters in Finland. The compliance with the Italian Internal Stability Pact represents a relevant constraint for Public Administrations in their aims of improving the efficiency with which they use energy, despite several interesting financial tools have been released for helping these institutions in the imple mentation of effective actions. The available domestic financial tools are here shortly revised, particularly about their compatibility with the Stability Pact. The role of the socalled rotative founds is moreover described as a tool for supporting Public Administrations in improving their energy efficiency, even in the observance of the limits established by the Stability Pact.
