Three Farmers on their Way to a Dance, titre d’une photographie qu’August Sander prit en 1914, hante le roman éponyme de Richard Powers. Cette photographie faisait partie d’un projet plus vaste, intitulé « Hommes du vingtième siècle » par Sander qui entendait dresser un inventaire des habitants de sa province natale, le Westerwald. Sander composa ainsi un catalogue de plus de 600 photos d’Allemands de tous types, dont il fit plus tard paraître une partie sous le nom de Visage de notre temps. Cultural security is a comprehensive notion that has gained much attention in the recent cultural heritage debates. The United Nations Agenda 2030 has recognized that Social Economy (SE) entities play an important role in achieving the Sustainable Development Goals (SDG). In order to maximize the impact of the SE, governments have recently deployed new policies regarding these entities. The objective is to understand the context of policy change that has allowed these policies to emerge, their main characteristics and the critical factors in their construction and implementation. Power holders: one versus many. Leadership and elite theories

‘Leadership’ and ‘elites’ are two crucial concepts that refer to individuals who hold power within a community. The aim of the article was to demonstrate to what extent the two concepts and theories are linked with each other in the literature. A quantitative and qualitative content analysis of the encyclopedic and dictionary entries demonstrates a divergence of approaches: on the one hand, a fundamental separation between the two theories, while on the other hand, a tendency to identify the one with the other. This shows the need for much more dialog between the frameworks of these two closely related phenomena.
