Ecosystem Architecture Management in the Public Sector : From Problems to Solutions

Based on our research concerning enterprise architecture (EA) in the Finnish public sector, we discuss how EA concept and tool need to be developed to support government business ecosystem and organization design. Our research context indicates, beyond a federal government or a state one, that even a single municipality, like a city concern, can be perceived as an ecosystem of its sectoral domains, subsidiaries and such. Exploring museum marketing performance: a case study from Italy

The public funding of museums should be linked to performance results in order to reward institutions that are more efficient. Performance measurement tools rely heavily on figures based on visitors numbers and tickets sold. In this paper an indicator is proposed, called PMMP (Performance of Museum as a Marketing Product) consisting of 4 dimensions derived from the four P’s of marketing. The tool is applied to two art and archaeology museums, one private and one public used as case studies in this exploratory phase. Licenziamento e rideterminazione della sanzione disciplinare nel lavoro pubblico privatizzato

Il contributo, dopo un’analisi della disciplina sanzionatoria del licenziamento invalido nel pubblico impiego, prende in esame il nuovo art. 63, c. 2 bis, del D.lgs. n. 165/2001. La norma, che attribuisce al giudice il potere di rideterminare la sanzione in caso di difetto di proporzionalità, è oggi una peculiarità della disciplina del lavoro pubblico privatizzato. L’Autore ritiene che questa si ponga in controtendenza con le recenti riforme del lavoro in Italia, in quanto recupera importanti spazi alla discrezionalità giudiziale.

The rule which gives the judge the power to re-determine the sanction in case of lack of proportionality is today a peculiarity of the discipline of the public sector. The Author believes that this goes against the trend of recent labor reforms in Italy recovering important spaces for judicial discretion.

Settore SECS-P/07 - Economia AziendaleQuality in delivering public services has been recognised as a major issue challenging performance in the public sector as well as the ability to operate effectively and within budget constraints. Empirical findings shown by the literature demonstrate that concrete efforts have been produced towards the evaluation and improvement of satisfaction levels of citizens and other Public Administration’s ‘customers’. However still today this issue portrays many unresolved criticalities particularly concerning the methodological approaches and operative tools to adopt in order to integrate ‘customer satisfaction’ programs with the wider organisational control system in each public administration. This paper adopts a non-conventional view of the ‘customer satisfaction’ concept. This is currently meant as a matter of social reporting or even statistical analysis based on the users’ perceptions on the level of provided services by a given (front office) unit in the public sector. Here an inter-institutional perspective is adopted with a view to map the overall value chain leading to the final product delivered to citizens or the community. Inside this chain tracking the underlying administrative products delivered by back-office units to their ‘internal clients’ in the public administration is recommended as a fundamental step to understand how to improve performance in satisfying citizens’ needs. This should also require a proper link between the administrative units’ goals and performance measures to the desired efficiency and effectiveness of processes leading to the attainment of administrative products providing the basis of the final services delivered to the private sector. Based on first empirical findings from field analysis in the Italian context the paper aims to outline an approach which could assist both politicians and managers to better assess and improve performance according to a customer satisfaction perspective.
