Is the European Commission a hothouse for supranationalism? : theorising and exploring the world of Commission civil servants

2005

Does the European Commission (Commission) manage to transform and re-direct the roles played by Commission civil servants? To test the old neo-functionalist claim on loyalty transfer among civil servants, this article provides fresh survey and interview data on seconded national experts in the Commission. The transformative powers of the Commission are tested by assessing the extent to which seconded national experts adopt supranational role perceptions. Theoretically, the emergence of supranational role perceptions is accounted for by considering (i) processes of pre-socialisation outside the Commission, (ii) processes of resocialisation inside the Commission, and (iii) organisational inco…

The Relationship between Public Value and Change : Case Study on Public Value Creation in Relation to the Regional Government, Health and Social Serv…

2019

Master's thesis Innovative governance and public management ME523 - University of Agder 2019 A break first from Traditional Public Administration (TPA) and later New Public Management (NPM) has gradually offered new angles to the governance. For instance, Moorecreated an analogue to the private value creation, and as a result, the ideology of public value creation has emerged worldwide.Since then, scholars have developed a conceptual understanding of public value. Compared to the NPM public value management embraces post-competitive achievements and broader governmental goals. Yet, the empirical research on public value management, especially in the Finnish context, is rather unknown. This st…

Inconsistencies in the pozzolanic strength activity index (SAI) for silica fume according to EN and ASTM

2014

Published version of an article in the journal: Materials and Structures. Also available from the publisher at: http://dx.doi.org/10.1617/s11527-014-0457-6 Open Access New supplementary cementitious materials claimed to possess pozzolan properties emerge frequently. This development is driven both by economic and environmental pressures. Properties of new materials are compared with those of materials already well known, such as silica fume. Several test methods are standardized for making such comparisons, regulated by both European (EN) and American (ASTM) standards. Standardization indicates that procedures are secured to make comparisons valid and informative. In this article the sensit…

Past, present, and future of green product innovation

2021

Firms are under constant pressure from various governmental and nongovernmental agencies to switch from conventional environmentally polluting products to green product innovations (GPIs). However, the relevant research pertaining to GPI has been published in a diverse set of journals that vary in their scope and readership and, therefore, the scholarly contribution to the topic remains largely fragmented. This study has utilised a systematic literature review approach to examine the literary corpus on GPI to paint a holistic picture of its different aspects. The content and thematic analysis of 85 studies resulted in the extraction of seven key research themes: organisational capabilities,…

Digitalisering i patologi : Hvilke faktorer mener patologer har størst betydning ved implementering av digital patologi?

2019

Masteroppgave helse- og sosialinformatikk HSI500 - Universitetet i Agder 2019 Diagnostic pathology is essential for diagnosing cancer and often also in guiding choice of treatment method. However many claim it has become a bottleneck within cancer treatment, due partly to the fact that the number of pathologists is not expanding in line with the increasing workload. Digital pathology (DP) is considered to be the solution for increased efficiency within the field of pathology. The implementation of health information systems is complex and involves technical, human and organisational aspects, and information systems of all types have consistently failed to deliver expected gains. In this study…

Governing at the frontier of the European Commission : the case of seconded national officials

2005

Studies of executive institutions have largely dealt separately with national and international executive institutions (IEIs). This study unpacks and repacks four conflicting decision-making dynamics that unfolds at the frontier of IEIs – that is, at the institutional rim where national and international executive institutions meet, interact and collide. The empirical laboratory utilised is seconded national experts in the European Commission. The survey and interview data presented demonstrates that the decision-making behaviour of seconded national experts includes a mix of departmental (portfolio), epistemic (expert) and supranational behaviour. The suspicion early voiced by Coombes (197…

International executives : transformative bureaucracies or Westphalian orders?

2004

Public Administration is in an era of change. This paper studies one under-researched part of public administration, the executive arms of International Governmental Organizations (IGOs). These are referred to as International Executives (IEs) and provide a conceptual mapping and empirical illustrations of three important dynamics of IEs – intergovernmental, supranational and transgovernmental dynamics. The paper offers a middle-range organization theory perspective that suggests five independent variables that affect the behavior and roles of IE civil servants. The variables are (i) the organizational properties of IEs, (ii) the degrees of institutionalization of IEs, (iii) the recruitment…

Re-discovering international executive institutions

2004

Public Administration is in an era of change. This article aims at re-discovering one underresearched part of public administration, the executive arms of International Governmental Organizations (IGOs). These are referred to as International Executives (IEs). The article provides a conceptual mapping and an empirical illustration of three important dynamics of IEs – intergovernmental, supranational and transgovernmental dynamics. The study also offers a middle-range organization theory perspective that suggests five independent variables that foster the advent of supranational and transgovernmental behavior and roles among IE civil servants. The variables suggested are (H1) the organizatio…

The contribution of action research to policy learning: The case of Gipuzkoa Sarean

2014

Published version of an article in the journal: International Journal of Action Research. Also available from the publisher at: http://dx.doi.org/10.1688/IJAR-2014-02-Karlsen This article is about a six year policy learning process named Gipuzkoa Sarean in the Basque province of Gipuzkoa. In the article we reflect on how action research contributed to policy learning. The process consists of three stages: 2009-2011: Initiation of the project and development of a work method; 2011-2013: Government learning and organisational change; 2013-2014: Social learning and the shift to a new approach to territorial development. For each stage we describe the background and main goal of the research pr…

Single-cell analysis of population context advances RNAi screening at multiple levels

2012

Isogenic cells in culture show strong variability, which arises from dynamic adaptations to the microenvironment of individual cells. Here we study the influence of the cell population context, which determines a single cell's microenvironment, in image‐based RNAi screens. We developed a comprehensive computational approach that employs Bayesian and multivariate methods at the single‐cell level. We applied these methods to 45 RNA interference screens of various sizes, including 7 druggable genome and 2 genome‐wide screens, analysing 17 different mammalian virus infections and four related cell physiological processes. Analysing cell‐based screens at this depth reveals widespread RNAi‐induce…
