Zero-shot learning (ZSL) is widely studied in recent years to solve the problem of lacking annotations. Currently, most studies on ZSL are for image classification and object detection. But, zero-shot semantic segmentation, pixel level classification, is still at its early stage. Therefore, this work proposes to extend a zero-shot image classification model, Relation Network (RN), to semantic segmentation tasks. We modified the structure of RN based on other state-of-the-arts semantic segmentation models (i.e. U-Net and DeepLab) and utilizes word embeddings from Caltech-UCSD Birds 200-2011 attributes and natural language processing models (i.e. word2vec and fastText). Freshwater lakes are important in carbon cycling, especially in the boreal zone where many lakes are supersaturated with the greenhouse gas carbon dioxide (CO2) and emit it to the atmosphere, thus ventilating carbon originally fixed by the terrestrial system. The exchange of CO2 between water and the atmosphere is commonly estimated using simple wind-based parameterizations or models of gas transfer velocity (k). Self-enforcing international environmental agreements revisited

In Barrett's (1994) paper on transboundary pollution abatement is shown that if the signatories of an international environmental agreement act in a Stackelberg fashion, then, depending on parameter values, a self-enforcing IEA can have any number of signatories between two and the grand coalition. Barrett obtains this result using numerical simulations and also ignoring the fact that emissions must be non-negative. Recent attempts to use analytical approaches and to explicitly recognize the non-negativity constraints have suggested that the number of signatories of a stable IEA may be very small.
