XX, su formulación en el Informe sobre La responsabilidad de proteger, y su consolidación posterior con especial atención al Documento Final de la Cumbre de 2005. Se examina asimismo el modo en que se ha aplicado esta norma emergente en la Resolución 1973 del Consejo de Seguridad, de 17 de marzo de 2011, que ha autorizado el uso de la fuerza en Libia. The present work examines the reasons that gave rise to European Regional Policy and describes its principles and basic objectives, as well as the operational transformations it underwent from the 1988 Structural Fund reform till the approval of the Agenda 2000. Effective Tax rates and Fiscal Convergence in the OECD: 1965-2001

In this work we elaborate a data base that includes 21 OECD countries along the 1965-2001 period. It includes average effective tax rates on consumption, capital and labour, which are adequate to analyse macroeconomic effects of fiscal policy. Additionally, we make a description of the most important features of fiscal structures in OECD countries along the last decades. Thus, we find that the ratio of fiscal revenues to GDP has steadily increased in these countries, mainly due to the increase of taxation on labour earnings. RESUMEN.Para justificar una decisión u otro tipo de conclusión jurídica han de tomarse en consideración fuentes previas y preexistentes a la propia argumentación (el pasado) y predicciones sobre las consecuencias que produciría uno u otro resultado (el futuro). Ambos focos de atención son reconciliables cuando la mirada hacia el futuro viene exigida por las fuentes del pasado, pero a menudo se suscitan tensiones que han de resolverse con el razonamiento o la decisión. Tässä artikkelissa tarkastelen moniviehättyneisyyden käsitettä hyve-etiikan kontekstissa. Moniviehättyneisyys on luonteenpiirteen tapainen ominaisuus, jonka kantaja tulee päätöksiä tehdessään ristiriitaisten näkökulmien puoleensa vetämäksi. Tavoitteeni on syventää moniviehättyneisyyttä koskevaa ymmärrystä selvittämällä, miten se voidaan Aristoteelisen hyve-etiikan piirissä määritellä. Tarkastelun lähtökohtana on Lehtosen näkemys siitä, että moniviehättyneisyys saattaa olla hyödyksi päätöksenteolle.
