The US Customs and Border Protection Agency hires over 60,000 employees, 21,000 of whom are agents in the US Border Patrol. Several steps must be taken to become a border patrol agent, but being bilingual is not a pre-requisite. In order to communicate with detainees, and interrogate them, the US Border Patrol Agency hires the services of Telephone Interpreting Companies. A Multi-Phase Decode-and-Forward Transmission Protocol in Cognitive Relay Networks: Outage Analysis and Relay Power Allocation

Consider an underlay cognitive relay network with multiple source and destination pairs and that a decode-and-forward scheme is adopted at the relay. We propose a multi-phase transmission protocol in this paper which involves cooperation among source, relay and destination nodes. Given perfect interference elimination before decoding at the destination nodes, we derive closed-form expressions for outage probability calculation over Rayleigh fading channels. Furthermore, the optimal relay power allocation factor which leads to minimal outage probability is determined. Numerical results reveal the conditions under which satisfactory performance can be achieved based on the proposed scheme.

Since the early 1990s, the Baltic states have gone through processes of economic transition and liberalization. Although various reports give an overview of gendered impacts of these economic reforms, they fail to elaborate on the more complex relations between gender, citizenship, and social exclusion. This article explores these relations in more detail. The first decade of reforms in the Baltic states resulted in a lack of economic prospects, in particular for women from minority groups and women working in low-pay sectors. Abstract This paper analyzes the external solvency of a group of 23 OECD countries for the period 1970–2012. The empirical strategy adopted underlines the increasing importance of the financial channel for the external adjustment as proposed in Gourinchas and Rey (2007) . We unify the traditional approaches to testing for external sustainability considering the stock-flow system created by the variables representing the external relationships of an open economy.
