Metropolitan government is still an unfinished business in Spain. An example of this is the metropolitan area of Valencia. The aim of this article is to learn about the process that has led to the current situation of a lack of metropolitan government and to propose actions that will help to make it a reality in the not-too-distant future. To this end, it analyses the history and the current regulations, and it is completed with the opinions and contributions of academics and politicians. Public Administrations have suffered a sort of changes based in changing context and uncertainty. So, traditional Weberian bureaucracy has been adapting itself, embracing new values and tools. In this way, the City Hall of Torrent has developed the strategy called Torrent INNOVA. It was framed inside a quality management system named EVAM framework. Thereby, citizen’s charts are an important instrument in order to manage local context and apply new public administrative innovations.

This article focuses on the study of various experiences based on dynamics of participatory budgets and aimed at children and adolescents. This research collected data from the main participatory experiences in the Alicante Province during the 2015-2022 period through a survey and a search for related documentation. The data from the municipalities have been processed through the MAXQDA program.
