This article is looking at the causes of the low effectiveness of educational investment in Subsaharan Africa, both at the micro level (effect on labour productivity), and at the macro level (effect on the rate of economic growth). Several recent empirical studies have shown that education impact is systematically weaker in this region than in the rest of the world, and even sometimes negative, as in the case of agricultural productivity. Two series of causes may explain this lack of impact : first, inappropriate economic policies at the macro level which hamper the role of education, either through negative incentives structures, or because of the absence of provision of associated factors…

Sin dai tempi più antichi, il Canale di Sicilia e la città di Trapani hanno costituito un ponte naturale fra il Maghreb e la Sicilia. Il saggio mette a sistema alcuni studi sugli architetti ed imprenditori di origine trapanese che emigrarono in Tunisia fra il XVIII e XIX secolo e ne propone una lettura inedita. Il fil rouge che lega Giuseppe Abita, la famiglia di imprenditori Canino e Domenico Basciano riguarda sia la loro provenienza dalla città siciliana, ma soprattutto l'importante contributo che essi hanno trasferito nell'architettura del periodo coloniale e post-coloniale francese nel Maghreb.

This work deals about the impacts both on supply and demand of education emerging from socio-political instability and trouble, the Sub Saharan geographical context. 07052; In this chapter, we take mostly an international comparative perspective limited to Sub-Saharan African countries. First, we analyse first the macro picture and the public finance dimension, analyzing the systemic choices made in the distribution of public resources across levels and types of education. Second, we move to unit cost estimates and the factors accounting for their level in a given country and to their variation across the different countries of the region. Finally, we examine the implication of the choices made in the financial dimension upon outcomes (coverage and quality of educationl services), birnging issues of efficiency and equity into the analysis.

Pour autantles variations climatiques interannuelles à décennales sont-elles le reflet de celles des espaces environnants ? A l’échelle del’Afrique au sud du Sahara, une analyse de la variabilité des pluies entre 1941 et 2000 montre une cohérence spatiale peudiminuée par les reliefs. Des exemples sont présentés de reliefs constituant même des révélateurs de la dynamiqueatmosphérique et de la variabilité climatique d’échelles larges.

This study establishes an objective diagnosis of NCEP/NCAR reanalysis data reliability over tropical Africa at intra-seasonal to interannuel space scale. The reanalysis data are an original database available over 1958-1998 period which combines observations and atmospheric model outputs and allows us to better understand global scale atmospheric dynamics. The study of data reliability allows us to identify a great number of recommendations for using them. Over tropical Africa, the homogeneous period which should be extracted goes from 1968 to 1998.
