Simple learning rules to cope with changing environments
2008
10 pages; International audience; We consider an agent that must choose repeatedly among several actions. Each action has a certain probability of giving the agent an energy reward, and costs may be associated with switching between actions. The agent does not know which action has the highest reward probability, and the probabilities change randomly over time. We study two learning rules that have been widely used to model decision-making processes in animals-one deterministic and the other stochastic. In particular, we examine the influence of the rules' 'learning rate' on the agent's energy gain. We compare the performance of each rule with the best performance attainable when the agent …
Do terrorism, organized crime (drug production), and state weakness affect contemporary armed conflicts? An empirical analysis
2015
ABSTRACTIn 2014, the UN Security Council emphasized the dangers of terrorism, criminal activity (especially drug production and trafficking), and state weakness in conflict areas. However, neither policy debates nor scholarly analyses have focussed on the potential impact of these elements on conflict dynamics and characteristics, and the investigated partial relationships have led to inconclusive results. This article explores the presence in armed conflicts of terrorist groups among fighting parties, major drug production (indicating the presence of activities typical of criminal organizations), and state failure in the period 1990–2011. Focussing on intrastate conflicts, this article hig…
Depleted uranium induces human carcinogenesis involving the immune and chaperoning systems: Realities and working hypotheses
2019
Abstract Cancer is caused by a combination of factors, genetic, epigenetics and environmental. Among the latter, environmental pollutants absorbed by contact, inhalation, or ingestion are major proven or suspected culprits. Depleted uranium (DU) is one of them directly pertinent to the military and civilians working in militarized areas. It is considered a weak carcinogen but its implication in cancer development in exposed individuals is supported by various data. Since not all subjects exposed to DU develop cancer, it is likely that DU-dependent carcinogenesis requires cofactors, such as genetic predisposition and deficiencies of the chaperoning and immune systems. It is of the essence to…

The massacre mass grave of Schöneck-Kilianstädten reveals new insights into collective violence in Early Neolithic Central Europe
2015
Conflict and warfare are central but also disputed themes in discussions about the European Neolithic. Although a few recent population studies provide broad overviews, only a very limited number of currently known key sites provide precise insights into moments of extreme and mass violence and their impact on Neolithic societies. The massacre sites of Talheim, Germany, and Asparn/Schletz, Austria, have long been the focal points around which hypotheses concerning a final lethal crisis of the first Central European farmers of the Early Neolithic Linearbandkeramik Culture (LBK) have concentrated. With the recently examined LBK mass grave site of Schöneck-Kilianstädten, Germany, we present ne…
Thompson Sampling Guided Stochastic Searching on the Line for Non-stationary Adversarial Learning
2015
This paper reports the first known solution to the N-Door puzzle when the environment is both non-stationary and deceptive (adversarial learning). The Multi-Armed-Bandit (MAB) problem is the iconic representation of the exploration versus exploitation dilemma. In brief, a gambler repeatedly selects and play, one out of N possible slot machines or arms and either receives a reward or a penalty. The objective of the gambler is then to locate the most rewarding arm to play, while in the process maximize his winnings. In this paper we investigate a challenging variant of the MAB problem, namely the non-stationary N-Door puzzle. Here, instead of directly observing the reward, the gambler is only…
Sievietes militārajā dienestā: Dienējošu sieviešu pieredze vīriešu dominējošā vidē
2021
2020
The principle of hierarchy represents for the Armed Forces the organizational formula that guarantees the compactness of management and command through unity of action. In this sense, the hierarchy has always been considered an interpersonal institutional relationship model, inherent in the discipline, essential for the performance of institutional tasks. The hierarchy, in fact, constitutes the backbone of the Armed Forces, as a paradigmatic structure of authority, which conditions the entire life of the organization and reverberates in the context of the inter-individual relations of the military within the system. The paper intends to analyze the profiles characterizing the military hiera…
La dimensione giuridica dell'etica militare
2020
Unlike what happens for the civil administration, in which it conforms exclusively from a reputational perspective, the legal dimension of military ethics has a profile of characterization related, not only to the functions attributed to the Armed Forces, but, more precisely, to the role that they have in the constitutional structure. Military ethics has, in fact, an external declination, based on the neutrality of the military instrument with respect to political dynamics as an institution of guarantee and defense of republican institutions; and an internal, intimate interpretation connected to the organization as a factor of cohesion and functionality of the same in the framework designed…
La questione dell’autorizzazione ministeriale per le associazioni sindacali dei militari
2021
In according of CEDU in Italy trade union freedom is a right also recognized to members of the Armed Forces, but subject to limitations due to the functional aspect of the tasks institutional attributed. The peculiarity of the military organization reverberates in working relationships e gives trade union activity a special characterization with respect to the framework of trade union rights common. From the point of view of the specialty, the question of the preventive ministerial scrutiny of the legitimacy to carry out this activity which, according to the Council of State, stands out for a high degree of discretion. This statement leads us to believe that the establishment of an associat…
