The Spanish Parliament and Brexit

2019

In the Spanish Parliament, European affairs are dealt with in a joint committee made up of representatives of the Congress and the Senate. This committee is in charge of controlling the Government in matters related to the European Union; it is also the body in charge of controlling the Union’s compliance with the principle of subsidiarity. Until very recently, the Spanish Parliament’s control was not very demanding due mainly to three factors: first, because the current legislation obliges the Government only to inform the Cortes about its activities within the European Council and the Council, but does not allow the Cortes to give the Government a compulsory negotiating mandate; second, b…

A Two-Sided Kingdom: A Sicily of Export and Urban Wheat Supply

2021

The Sicilian victualling system sought to guarantee both the subsistence of cities and the income of the great aristocratic landowners interested in the wheat market. A set of economic mechanisms, social practices, and political conflicts unfolded around the urban victualling offices, dealing with wheat and flour distribution, bread production, contracts for the procurement of supplies, and the price system of the mete, run by political elites. North-eastern Sicily was exclusively consumer, while the central-western area produced surpluses for the foreign market and for the rest of the island, including Palermo—the capital city—and Messina—a rich and hungry city—. The centralised office of …

Zasada subsydiarności w organizacji i funkcjonowaniu samorządu terytorialnego w III Rzeczypospolitej Polskiej

2016

The principle of subsidiarity in organisation and functioningof the local government in the Third Republic of PolandThis article aims to show the impact of subsidiarity on the shape and functioning of self-government at the local level after the political transformation in the Republic of Poland. The analysis covers the main determinants of implementation of the principle of subsidiarity — from the territorial ones, determining the place of local government in the organizational structure of the State, those relating to the distribution of power public tasks and competence to perform them between the central government and the local government degree of autonomy and between local government…

THE PLEISTOCENE–HOLOCENE TRANSITION IN THE IBERIAN PENINSULA: CONTINUITY AND CHANGE IN HUMAN ADAPTATIONS

1998

Abstract Data obtained from recent excavations (as well as from selected older excavations) are used to outline the principal environmental, technological and economic aspects of the Pleistocene–Holocene transition in three distinct regions of the Iberian Peninsula: Portugal, Cantabrian and Mediterranean Spain. The period covered extends from the terminal Paleolithic Magdalenian period to the initial Neolithic. Despite proximity to SW France and many similarities with that classic prehistoric culture area in terms of artistic/symbolic expression and technology, the Iberian regions show significant differences, especially in terms of subsistence strategies and their development during the Ta…

The Content of Economic Partnership Agreements

2021

This chapter contains the second part of exemplary EPA critique related to the content of the treaties. All relevant economic aspects and clauses of the trade-in-goods agreements are critically examined, including the market access offer, quantitative restrictions, trade remedies, export duties and subsidies, national treatment and procurement, and rules of origin. The agreed and proposed clauses are submitted to scrutiny of whether the remaining policy space still allows sensible infant industry protection in Africa. The analysis concludes that some policy space is left for targeted developmental efforts by African governments but is made very difficult in the practical management of the n…

Adaptative biochemical pathways and regulatory networks in Klebsiella oxytoca BAS-10 producing a biotechnologically relevant exopolysaccharide during…

2012

Abstract Background A bacterial strain previously isolated from pyrite mine drainage and named BAS-10 was tentatively identified as Klebsiella oxytoca. Unlikely other enterobacteria, BAS-10 is able to grow on Fe(III)-citrate as sole carbon and energy source, yielding acetic acid and CO2 coupled with Fe(III) reduction to Fe(II) and showing unusual physiological characteristics. In fact, under this growth condition, BAS-10 produces an exopolysaccharide (EPS) having a high rhamnose content and metal-binding properties, whose biotechnological applications were proven as very relevant. Results Further phylogenetic analysis, based on 16S rDNA sequence, definitively confirmed that BAS-10 belongs t…

D-Malic enzyme of Pseudomonas fluorescens.

1982

By the enrichment culture technique 14 gram-negative bacteria and two yeast strains were isolated that used D(+)-malic acid as sole carbon source. The bacteria were identified as Pseudomonas putida, Pseudomonas fluorescens, Pseudomonas aeruginosa and Klebsiella aerogenes. In cell-free extracts of P. fluorescens and P. putida the presence of malate dehydrogenase, D-malic enzyme (NAD-dependent) and L-malic enzyme (NADP-dependent) was demonstrated. D-Malic enzyme from P. fluorescens was purified. Stabilization of the enzyme by 50 mM ammonium sulphate an 1 mM EDTA was essential. Preparation of D-malic enzyme that gave one band with disc gel electrophoresis showed a specific activity of 4-5 U/mg…

Evaluating Project Deadweight Measures: Evidence from Finnish Business Subsidies

2009

An important problem in measuring the impacts of business subsidies is their separation from deadweight, which refers to changes that would have occurred even in the absence of intervention. Both public and private assessments have been used previously to study deadweigh, but so far little is known about how they correspond to each other. To address this issue we conducted a joint evaluation of the private and public assessments of deadweight for Finnish business projects. A unique dataset combines large register data with both public and private information on projects financed in 2000–03. First, our results suggest that the different measures for deadweight are greatly uncorrelated, and …

VolcDeGas: A program for modelling hydrogen isotope fractionation during degassing of rhyolitic melts

2020

Magma degassing mechanisms are key determinants of explosive and effusive eruption styles. Paired measurements of H2O content and hydrogen isotopic ratios (e.g., dD) in pyroclastic and effusive products can elucidate end-member degassing mechanisms (e.g. closed and open system) during eruption.  Here we present VolcDeGas, a MatLab program that models dD-H2O degassing trajectories of rhyolitic magma.  Operating within an intuitive GUI, VolcDeGas calculates degassing paths based on: initial dD (in ‰), the H2O content of the melt (wt.%), degassing step size, and temperature.  VolcDeGas also calculates hydrous speciation based on either empirical models or analytical data, and incorporates this…
