Need for speed? Exploring the relative importance of patents and utility models among German firms

2017

Despite the wide use of two-tiered patent systems (patents and utility models (UMs)), there is little empirical evidence about how often UMs are actually used, what kind of firms use them to protect their intellectual property, and how firms rank them relative to patents. We offer such an analysis using data from Germany. We find that larger firms are more likely to use both protection methods. Moreover, a short life cycle of products and services is associated with an increased likelihood to use UMs. The features and functioning of the German UM system are of broader interest because it has been a benchmark for several second tier patent protection systems around the world. peerReviewed

The objective of this paper is to review the efficiency of public expenditure for education in Romania compared to other EU countries, and to the EU average. Thus we proceeded to a benchmarking analysis. In order to perform an analysis of public spending efficiency for education by benchmarking at the EU level, representative indicators must be chosen in order to quantify the volume of efforts and effects. The effort of education was represented by public expenditure on education as percentage of GDP, and the effects took the form of a composite indicator consisting of 19 sub-indicators. Anomaly detection approach to keystroke dynamics based user authentication

Keystroke dynamics is one of the authentication mechanisms which uses natural typing pattern of a user for identification. In this work, we introduced Dependence Clustering based approach to user authentication using keystroke dynamics. In addition, we applied a k-NN-based approach that demonstrated strong results. Most of the existing approaches use only genuine users data for training and validation. A Cooperative Coevolution Framework for Parallel Learning to Rank

We propose CCRank, the first parallel framework for learning to rank based on evolutionary algorithms (EA), aiming to significantly improve learning efficiency while maintaining accuracy. CCRank is based on cooperative coevolution (CC), a divide-and-conquer framework that has demonstrated high promise in function optimization for problems with large search space and complex structures. Moreover, CC naturally allows parallelization of sub-solutions to the decomposed sub-problems, which can substantially boost learning efficiency.
