A Comparative Overview of the Canadian Senate and the British House of Lords

2018

The purpose of this overview is to highlight the role which is played by the Canadian Senate and the British House of Lords in their constitutional legal systems, and to attempt to underline what similarities or differences can be identified in relation to their composition and functions. This paper will analyse whether they have an actual representative capacity and if they are able to perform the typical functions which are normally allocated to the upper chambers, functioning as a “sober second thought” and a house of check on the majority expressed in the lower chamber, usually connected to the Cabinet. The contribution of these chambers to parliamentary systems of government will also …

Fast prototyping of a SoC-based smart-camera: a real-time fall detection case study

2014

International audience; Smart camera, i.e. cameras that are able to acquire and process images in real-time, is a typical example of the new embedded computer vision systems. A key example of application is automatic fall detection, which can be useful for helping elderly people in daily life. In this paper, we propose a methodology for development and fast-prototyping of a fall detection system based on such a smart camera, which allows to reduce the development time compared to standard approaches. Founded on a supervised classification approach, we propose a HW/SW implementation to detect falls in a home environment using a single camera and an optimized descriptor adapted to real-time t…

ARES I: WASP-76 b, A Tale of Two HST Spectra

2020

We analyse the transmission and emission spectra of the ultra-hot Jupiter WASP-76b, observed with the G141 grism of the Hubble Space Telescope's Wide Field Camera 3 (WFC3). We reduce and fit the raw data for each observation using the open-source software Iraclis before performing a fully Bayesian retrieval using the publicly available analysis suite TauRex 3. Previous studies of the WFC3 transmission spectra of WASP-76 b found hints of titanium oxide (TiO) and vanadium oxide (VO) or non-grey clouds. Accounting for a fainter stellar companion to WASP-76, we reanalyse this data and show that removing the effects of this background star changes the slope of the spectrum, resulting in these vi…

UV-PHOTOMETRY WITH THE 1.2 M SCHMIDT TELESCOPE IN BALDONE

2016

TheUniversityofLatvia's Institute of astronomy possesses a collection of 22 thousand photographic plates taken by the1.2 mSchmidt telescope located at the Baldone observatory. Among others, there are 767 astronegatives in this collection obtained in 314 sky areas using the Johnson U-filter. The field of view of each negative covers 19 square degrees. The plate scale is 72”/mm. The digitizing of the UV-collection has started in June 2016 with EPSON EXPRESSION 10000XL flatbed scanner. The general aim of the digitizing is to obtain UV-magnitudes and positions of all objects registered on the plates. Up to date near a half of the UV-collection is digitized. 24 digitized MEGA program plates of t…

Constraining the Pre-atmospheric Parameters of Large Meteoroids: Košice, a Case Study

2016

Out of a total around 50,000 meteorites currently known to science, the atmospheric passage was recorded instrumentally in only 25 cases with the potential to derive their atmospheric trajectories and pre-impact heliocentric orbits. Similarly, while observations of meteors generate thousands of new entries per month to existing databases, it is extremely rare they lead to meteorite recovery (http://www.meteoriteorbits.info/). These 25 exceptional cases thus deserve a thorough re-examination by different techniques—not only to ensure that we are able to match the model with the observations, but also to enable the best possible interpretation scenario and facilitate the robust extraction of …

Zwecksetzungen und Zielvorstellungen in den Wirtschafts- und Soziallehren des 18. und 19. Jahrhunderts

1982

The essay examines the natural law economics of the eighteenth century and the evolutionist economics of the nineteenth century by focusing on their methods for achieving a common, nebulously articulated goal: individual fulfillment and the happiness and welfare of mankind in a free, harmoniously ordered society. Illustrating the theoretical and, in practice, effective theories derived from natural law are cammeralism, the economic philosophy of the Physiocrats, and economic liberalism. It is emphasized that these theories do not represent a linear sequence of ideas in which one set of ideas „triumphed” over a preceding one. They show instead three different consequences reflecting the inte…

Star Image Identification and Characterization on Astrographic Plates

1994

The automatic identification and characterization of star images has great value for the preliminary analysis and measurement of astrographic plates. Our group at Valencia Observatory is using a small 2-D stage and a CCD camera under computer control to perform systematic measurements of bright asteroid plates. We are also applying this method to the processing of astrographic plates with crowded stellar fields and non-stellar objects in collaboration with the Pulkovo Observatory.

Approximated overlap error for the evaluation of feature descriptors on 3D scenes

2013

This paper presents a new framework to evaluate feature descriptors on 3D datasets. The proposed method employs the approximated overlap error in order to conform with the reference planar evaluation case of the Oxford dataset based on the overlap error. The method takes into account not only the keypoint centre but also the feature shape and it does not require complex data setups, depth maps or an accurate camera calibration. Only a ground-truth fundamental matrix should be computed, so that the dataset can be freely extended by adding further images. The proposed approach is robust to false positives occurring in the evaluation process, which do not introduce any relevant changes in the …

Use of wavelet for image processing in smart cameras with low hardware resources

2013

International audience; Images from embedded sensors need digital processing to recover high-quality images and to extract features of a scene. Depending on the properties of the sensor and on the application, the designer fits together different algorithms to process images. In the context of embedded devices, the hardware supporting those applications is very constrained in terms of power consumption and silicon area. Thus, the algorithms have to be compliant with the embedded specifications i.e. reduced computational complexity and low memory requirements. We investigate the opportunity to use the wavelet representation to perform good quality image processing algorithms at a lower compu…

Everyday Appropriations of Information Technology: A Study of Creative Uses of Digital Cameras

2011

Repurposive appropriation is a creative everyday act in which a user invents a novel use for information technology (IT) and adopts it. This study is the first to address its prevalence and predictability in the consumer IT context. In all, 2,379 respondents filled in an online questionnaire on creative uses of digital cameras, such as using them as scanners, periscopes, and storage media. The data reveal that such creative uses are adopted by about half of the users, on average, across different demographic backgrounds. Discovery of a creative use on one's own is slightly more common than is learning it from others. Most users discover the creative uses either completely on their own or wh…
