Administrative Capacity as a Constraint to Fiscal Decentralization. The Case of Romania and Poland

This paper considers the problem of administrative capacity as one of the main requirements that the accession countries seeking EU membership had to meet, and as a prerequisite to the decentralization of their public sectors and public finances. The selected decentralization problems are analyzed using the cases of two countries: Romania and Poland. The results of a theoretical and practical evaluation of administrative capacity as a likely obstacle to fiscal decentralization are presented taking account of the different levels of decentralization in Poland and Romania. This paper examins the admissibility of so-called “leggi-provvedimento”, taking the cue from the effect of the national legislative provision, which recognizes eight million euro for biennium 2017-2018 to the Roman Teatro Eliseo, and which was recently submitted to the Italian Constitutional Court. This essay examins the responsibility of national legislature for adopting damaging legislative measure.
Measuring Achievement, Affiliation, and Power Motives in Mobility Situations: Development of the Multi-Motive Grid Mobility

The current study introduces the Multi-Motive Grid Mobility (MMG-M) in an age-stratified sample (N = 206) that aims to disentangle six motive components – hope of success, hope of affiliation, hope of power, fear of failure, fear of rejection, and fear of power – in mobility-related and mobility-unrelated scenarios. Similar to the classical Multi-Motive Grid (MMG), we selected 14 picture scenarios representing seven mobility and seven non-mobility situations. The scenarios were combined with 12 statements from the MMG. Both the MMG-M and MMG were assessed to allow comparability between psychometric criteria. Some integrate into the new society so that they cannot be singled out from the majority; others maintain their ethnic culture in addition to adopting values of the larger society. Abstract Effects of wheat straw co-firing with gas (propane flame) and co-gasification/co-combustion with wood pellets on the development of thermo-chemical conversion of biomass pellets and on heat energy production were experimentally studied and analyzed with the aim to improve the gasification/combustion characteristics and the applicability of wheat straw as an alternative energy source for cleaner heat energy production.
