A fuzzy-set qualitative comparative analysis model to predict bank bailouts: a study of the Spanish financial system

This paper examines the restructuring of the Spanish financial system. This study is justified by the massive economic and social impact of this process in Spain. Based on the annual accounts and the annual reports of Spanish credit institutions, a model was created to predict the possibility of bank failure or bailout. The variables were selected following a review of the literature. They included the legal form of the credit institution (savings bank versus bank), leverage, real estate investment, gross operating margin, staff costs and non-performing loans. The need to outline a satisfactory relationship between emergency and constitutional legality has accompanied the evolution of public law, posing questions that are not fully resolved. The debate on the issue is back in vogue with the pandemic emergency, in relation to the issues related to containment measures. The paper traces the related matter, also in light of the interpretation offered by the judgments that the Constitutional Court has pronounced, in particular in relation to the territorial balance of emergency powers and the system of sources of law.

Adoption of cloud infrastructure promises enterprises numerous bene- ts, such as faster time-to-market and improved scalability enabled by on-demand provisioning of pooled and shared computing resources. In particular, hybrid clouds, by combining the private in-house capacity with the on-demand capacity of public clouds, promise to achieve both increased utilization rate of the in-house infrastructure and limited use of the more expensive public cloud, thereby lowering the total costs for a cloud user organization.
