Public Administrations have suffered a sort of changes based in changing context and uncertainty. So, traditional Weberian bureaucracy has been adapting itself, embracing new values and tools. In this way, the City Hall of Torrent has developed the strategy called Torrent INNOVA. It was framed inside a quality management system named EVAM framework. Thereby, citizen’s charts are an important instrument in order to manage local context and apply new public administrative innovations.
Rail track field testing using laser/air hybrid ultrasonic technique

Nondestructive testing methods used for the testing of rail in tracks worldwide can be limited by discontinuity location or orientation within the rail. Vertical split head and rail base cracks are among those types of discontinuities that are difficult to detect, which in some cases may result in a reail failure in service. A noncontact and remote hybrid ultrasonic technique has been developed by combining laser generation with air coupled detection of ultrasonic signals in rails. Abstract A pb-2 Rayleigh–Ritz variational approach for the analysis of post-buckling behavior of cracked composite plates is presented. The plate is modeled by the first order shear deformation theory taking geometric nonlinearities into account through the von Karman’s theory. General stacking sequences are considered. Cracks are modeled by using subdomain decomposition of the plate coupled with penalty techniques, used to augment the variational statement with the needed continuity conditions along the connected subdomains edges. A Rayleigh-Ritz approach for the analysis of buckling and post-buckling behavior of cracked composite stiffened plates is presented. The structure is modeled as the assembly of plate elements modeled by the first order shear deformation theory and taking geometric nonlinearities into account through the von Karman’s theory assumptions. This study aims at measuring empirically the belief in meritocracy and analyzing the impact of education on this belief.
