The content and potential of the right to social assistance in light of Article 13 of the European Social Charter

This article explores the current development of the right to social assistance as well as its potential for improving income support policies. Focusing on Article 13 of the European Social Charter (ESC), it aims to shed light on the content of such provision by identifying a list of comprehensive defining standards from the monitoring activity conducted by the European Committee of Social Rights (ECSR). This contribution deals with relations between regional organizations and the UN Security Council under Chapter VIII of the UN Charter. In this respect, the most recent trends are a shift from subsidiarity to a more equal partnership between these two subjects. The two models of action by delegation or authorization of the Security Council are in fact autonomous. This is demonstrated by the preparatory works of the UN Charter and subsequent practice. The model of authorized regional action enriches the range of instruments that the United Nations Charter provides for the maintenance of peace and collective security.

Social rights protection in the European Union has undergone significant development. Currently their protection is regulated by relevant treaty provisions and the Charter of Fundamental Rights (Charter), both of a primary law nature, as well as by the non-binding European Pillar of Social Rights (Pillar). This paper describes the development of a digital reconstruction of the celtic hillfort “Altburg” (Germany), which was generated in the context of a museums exhibition in the Hunsruck-Museum Simmern (Germany). This model refers to the City GML standard and considers the principles of the London Charter for establishing internationally recognized principles for the use of three-dimensional visualization by researchers, educators and cultural heritage organizations.
