Performance Management in Local Government: The Application of System Dynamics to Promote Data Use

The purpose of this article is to demonstrate how system dynamics can be used to enrich performance management in local government, focusing specifically on how the development of conceptual and simulation system dynamic models can foster a shared view of the relevant system among stakeholders to overcome factors that limit data use. Responding to this purpose, we present a normative case study on how key drivers can be used to foster a shared view of the residential refuse collection system for supporting policy and process changes. A major finding from our research, however, is that performance management cannot overlook the broader forces of citizenship outcomes that impact the community.

Citizens' Communication Habits and Use of ICTs During Crises and Emergencies

In this article, citizens’ communication habits and use of information and communication technologies during crises and emergencies are discussed from the perspective of community resilience. The topic is approached qualitatively by exploring citizens’ perceptions, and the data were gathered by means of focus groups in storm-prone and flood-prone areas in Finland. The results indicate that citizens consider emergency communication to be mostly unidirectional: from authorities to the public. Fall Detection Using Location Sensors and Accelerometers

The rapid aging of the world's population is driving the development of pervasive solutions for elder care. These solutions, which often involve fall detection with accelerometers, are accurate in laboratory conditions but can fail in some real-life situations. To overcome this, the authors present the Confidence system, which detects falls mainly with location sensors. A user wears one to four tags. By detecting tag locations with sensors, the system can recognize the user's activity, such as falling and then lying down afterward, as well as the context in terms of the location in the home. This article develops a theoretical framework for analyzing adult learning in projects aiming to strengthen citizenship implemented by nongovernmental organizations, especially in the contexts of sub-Saharan Africa. On the basis of a review of international development research, we suggest that a new framework should address the need for a conceptualization of learning as a gradual process and for capturing the gap between ideal models and everyday experiences of citizenship. There has been an explosion of interest in the idea of European Union citizenship in recent years, as a defining example of postnational cosmopolitan citizenship potentially replacing, or at least layered on top of national citizenships. We argue this form of EU citizenship undermines industrial citizenship, which is a crucial support for the egalitarianism and social solidarity on which other types of citizenship are based.
