The 1968 earthquake destroyed the Sicilian town Gibellina. The citizens were then moved into a New City drawn by the Institute for Social Building Development ISES in a plain formerly used only for agriculture. How to give identity to an urban infrastructural system spread between fields? Quaroni and Anversa, who were comissioned to construct the building of the main church, combined the necessity of identity with a symbol of the city's rebirth project. The dome of the church is a spherical structure, recognizable in this way from close-up as well as from far away. “To make the city” it is necessary to embed the church into a context through the design of public space. In the debates on deliberative democracy it’s a common idea that the defenders of this theory argue for the direct participation of the citizens in the political issues and for the transformation of our current representative devices. However, in this work I argue that this conception is misguided, and that it’s the minority who defends the direct participation. The majority of the writers acknowledges the necessity of a representative device, although based on different premises to the liberal system. The Village Action Association of Finland (SYTY) organizes the Village of the Year competition annually to award active rural communities. The competition has taken place since 1985, but after the village action movement was integrated into Finnish rural policy networks in the 1990s, it also became a part of rural policy instruments. The competition can be considered a governing technique that constructs norms and an ideal model for rural communities to pursue. In this article, I study the representation of an ideal rural community by analysing the criteria of the competition.
