In many ways, LEADER (Liaisons Entre Actions de Developpement de l'Economie Rurale) has been a very significant intervention in Spain. Prior to LEADER, rural development policy was almost completely unknown and, for this reason alone, LEADER represented a new force in rural affairs. AbstractThe collective management of irrigation is an essential factor in agrarian development, both present and past. However, the relationship of irrigation associations with the state remains underexplored, despite the increasingly important role played by water policies in the modern world. The present article examines this relationship in Spain over the last two centuries. It is often assumed that successful implementation requires consistent action based on a shared understanding of the changes among employees.
