Balancing Roles of Representation in the European Commission

Representation is one essential dimension of executive governance. This article has a dual ambition: The first is to outline an institutional perspective on representation that may explore and explain the everyday balancing act of representation among government officials. The second ambition is to empirically illuminate dynamics of representation among crucial test-bed inside the European Commission, that of temporary officials. Temporary Commission officials offer a valuable laboratory for exploring the fine balancing act of representation. Based on survey and interview data on temporary Commission officials, this study supports an institutional perspective on representation in two ways. …
Administrative Fusion: Less Than a European ‘Mega‐administration’

Abstract This study explores administrative fusion. It is argued that the differentiated organizational constellation of the European Union contributes to a differentiated fusion of domestic core executive institutions. The European Commission mainly activates the lower echelons of domestic government hierarchies and contributes to a relative weakening of domestic politico‐administrative leadership. On the contrary, the Council of Ministers accompanies primarily a strengthening of domestic government hierarchies — notably the Foreign Office. The bureaucratic arms of modern international organizations increasingly consist of staff with ambiguous organizational affiliations. This article analyses the implications of this trend from the perspective of representative bureaucracy – using seconded national experts (SNEs) in the European Commission (Commission) as the empirical laboratory. Using a variety of datasets, we unveil Commission SNEs' profiles (to assess their passive representativeness) and link these profiles to their role perceptions (to evaluate their potential for active representation). This article presents an analysis of the journey of the Dutch Reformed Church (South Africa) back into the ecumenical fellowship of the World Council of Churches (WCC). The first part contains a brief historical review of the relationships between the WCC and the Dutch Reformed Church family, underlining the fact that the Dutch Reformed Church family in South Africa is a founding member of WCC and that it was never excluded from WCC fellowship; rather, this church itself resigned membership in the WCC after the Cottesloe Consultation (1961) at the pressure of the South African government of that time. The aim of ESCODD, a European Commission funded Concerted Action, is to improve the precision and accuracy of methods for measuring 8-oxo-7,8-dihydroguanine (8-oxoGua) or the nucleoside (8-oxodG). On two occasions, participating laboratories received samples of different concentrations of 8-oxodG for analysis. About half the results returned (for 8-oxodG) were within 20% of the median values. Coefficients of variation (for three identical samples) were commonly around 10%. A sample of calf thymus DNA was sent, dry, to all laboratories. This article describes the set of computer systems that support the data analysis and quality control during the Tile Calorimeter commissioning phase. The Tile Commissioning Web System (TCWS) encapsulates the steps to retrieve information, execute programs, access the outcomes, register statements and verify the equipment status. TCWS integrates different applications, each one presenting a particular view of the commissioning process. Construction and commissioning of the S-Band high gradient RF laboratory at IFIC

An S-band High-Gradient (HG) Radio Frequency (RF) laboratory is under construction and commissioning at IFIC. The purpose of the laboratory is to perform investigations of high-gradient phenomena and to develop normal-conducting RF technology, with special focus on RF systems for hadron-therapy. The layout of the facility is derived from the scheme of the Xbox-3 test facility at CERN [1] and uses medium peak-power (7.5 MW) and high repetition rate (400 Hz) klystrons, whose RF output is combined to drive two testing slots to the required power.
