Conspiracy theories in Republican Italy: the Pellegrino Report to the Parliamentary Commission on Terrorism

2015

This article analyses the draft of the final report prepared by Senator Giovanni Pellegrino, who from 1994 to 2001 chaired the ‘Parliamentary Commission of Inquiry on terrorism in Italy and on the causes of the failure to identify those responsible for the massacres’. The document was completed in 1995 and attempted a general interpretation of the causes of the political violence that had been a major feature of the history of the Italian Republic up to that point. The report was closely connected with what is often described as the moment of the transition between Italy's ‘first’ and ‘second’ Republic and, in keeping with revisionist theories current at the time, attributed responsibility …

This time it’s different? Effects of the Eurovision Debate on young citizens’ and its consequence for EU democracy – evidence from a quasi-experiment…

2017

For the very first time in EU history, the 2014 EP elections provided citizens with the opportunity to influence the nomination of the Commission President by casting a vote for the main Europarties’ ‘lead candidates’. By subjecting the position of the Commission President to an open political contest, many experts have formulated the expectation that heightened political competition would strengthen the weak electoral connection between EU citizens and EU legislators, which some consider a root cause for the EU’s lack of public support. In particular, this contest was on display in the so-called ‘Eurovision Debate’, a televised debate between the main contenders for the Commission Presiden…

The Eradication of Poliomyelitis in Spain: Projects, Obstacles, Achievements, Realities

2015

he main aim of our paper is to provide a historical approach to the complex process undertaken in Spain to achieve the official WHO certificate of polio eradication in 2002, within the framework of the initiatives launched in the WHO European Region. At the time of the first meeting of the European Regional Commission for the Certification of Poliomyelitis Eradication in 1996, the epidemiological situation and levels of vaccination cover (over 90%) enabled Spain, like other countries, to ensure compliance with the conditions set by the World Health Organization. This showed that the country, at the end of the twentieth century, had achieved high public health standards, which is remarkable …

Spatial Convergence Clubs and the European Regional Growth Process,1980–1995

2003

In international cross-country studies, evidence for club convergence has often been found using different methodologies (Baumol 1986; Durlauf and Johnson 1995; Quah 1996a, 1997). In the case of the European regions, Ertur and Le Gallo (see Chap. 2) and Le Gallo et al. (see Chap. 3) have shown that the convergence rate among European regions is slow and that GDP disparities seem to be persistent despite the European economic integration process and higher growth rates of some poorer regions, as highlighted as well in the European Commission reports (1996, 1999). Moreover, over the 1980–1995 period, Ertur and Le Gallo (see Chap. 2) found that the geographical distribution of European regions…

ASSESSMENT OF EUROPEAN COMISSION’S REGIONAL POLICY IMPACT ON REAL ESTATE INVESTMENT IN A POST-SOVIET CITY: CASE STUDY OF SELECTED NEIGHBOURHOODS IN R…

2012

Europe 2020 strategy, the replacement of Lisbon strategy for jobs and growth, is an “umbrella strategy” for development of all policy areas in countries of European Union, EU setting concrete target aims to be reached until year 2020 that are ambitious than the previous Lisbon strategy. All other policies of European Commission, EC or Commission, are supporting the Europe 2020 strategy, including the EC’s regional. Nowadays, growth and development at a local level within EU is seen as part of Commission’s regional policy aimed at contributing to the “umbrella strategy”. Its purpose is to help to achieve the overall goals of Europe 2020 strategy.  EC’s regional policy in point of fact is an …

Researching European Union Agencies: What Have We Learnt (and Where Do We Go from Here)?

2017

This review article, with a clear political science and public administration bias, takes stock of the existing literature on EU agencies and suggests a future research agenda. The article reviews studies on EU agencies' organization, tasks, proliferation and location in the political-administrative space. Whether the advent of EU agencies tends to underpin a basically intergovernmental, transnational or supranational order has potentially huge consequences for the distribution of power across levels of government, for the degree of policy uniformity and pooling of administrative resources across countries, for the role of genuinely European perspectives in the policy process, and for accou…

Exploring Differentiated Disintegration in a Post-Brexit European Union

2019

In the aftermath of the British referendum to leave the European Union and the European Commission's ‘White Paper on the Future of Europe’, it is not only time to take stock of the existing literature on differentiated integration, but also to rethink the perimeters of disintegration. We argue that phenomena such as Brexit embrace forms of differentiation which trigger the need for conceptualizing differentiated disintegration altogether. This article first sketches the path of the scholarly debate in a chronological way to grasp the breadth of existing literature. Second, it discusses differentiated disintegration as a potentially new area for research. Mapping several scenarios for future…

Regulation as determinant of EUA prices

2014

In this paper we analyse the impact of supply and demand factors on EUA Phase II future prices, with a particular emphasis on the European Commission announcements regarding the organisation of Phase II and Phase III of the European Union Emission Trading Scheme. Using two different methodologies we find strong significance of EC announcements in particular regarding the National Allocation Plans and the cap for Phase III. Our results are particularly relevant to the light of the decisions that the EC must take to achieve the 20-20-20 objectives.
