La dirigenza pubblica: criteri di identificazione e specialità della disciplina.
Nel tentativo di far luce sui maggiori coni d’ombra che emergono dalla relativa disciplina speciale del rapporto di lavoro, la tesi riflette l’esigenza di un ripensamento sistematico della figura del dirigente pubblico, nell’ottica di prospettare de iure condendo possibili correttivi. Application of a Bayesian Spatiotemporal Surveillance Method to NYC Syndromic Data

Incorporating prior knowledge (e.g., the spatial distribution of zip codes and background population effects) into a model using Bayesian methods could potentially improve outbreak detection. We adapted a previously described Bayesian model-based spatiotemporal surveillance technique to daily respiratory syndrome counts in NYC Emergency Department data in 2009, the year of the H1N1 influenza pandemic. Citywide, 56 alarms were produced across 15 zip codes, all during days of elevated respiratory visits. Future work includes evaluating our choice of baseline length, considering other alarm thresholds, and conducting a formal evaluation of the method across five syndromes in NYC.

Il saggio affronta il tema della presunta elusività, ai fini dell'imposta di registro, di operazioni poste in essere con più atti che hanno rispettivamente per oggetto il conferimento del ramo di azienda in una società di nuova costituzione e la successiva cessione a soggetti terzi delle quote emesse in occasione del conferimento. Dopo aver escluso la natura antielusiva dell'art.20 del T.U.R., la pretesa elusività dell'operazione prospettata è valutata anche alla luce dei principi elaborati dalla giurisprudenza di legittimità in tema di divieto di abuso del diritto.

The development of international health from a historical point of view has undergone major advances in recent times and constitutes a substantial part of the current agenda for historians of medicine. Within this framework, and focussing on a specific case study (international responses to poliomyelitis outbreaks in the 20th century), we explore the main actions and achievements of agencies such as the WHO and other private and international scientific organizations. Furthermore, this paper seeks to identify the Spanish presence and absence in these activities, their causes and consequences.
Prawo ubezpieczeń społecznych jako odrębna gałąź prawa - sprawozdanie z konferencji

26 kwietnia 2018 r. na Wydziale Prawa i Administracji Uniwersytetu Opolskiego odbyła się ogólnopolska konferencja naukowa pt. „Prawo ubezpieczeń społecznych jako odrębna gałąź prawa”, zorganizowana przez Zakład Prawa Pracy i Zabezpieczenia Społecznego Wydziału Prawa i Administracji Uniwersytetu Opolskiego oraz Dolnośląski Oddział Polskiego Stowarzyszenia Ubezpieczenia Społecznego. Wzięli w niej udział przedstawiciele środowiska naukowego, praktycy prawa oraz pracownicy Zakładu Ubezpieczeń Społecznych. Celem konferencji była analiza postrzegania prawa ubezpieczeń społecznych jako odrębnej gałęzi prawa oraz określenie jej związków z innymi dziedzinami prawa.
