The economics of extortion: Theory and the case of the Sicilian Mafia

2023

This paper studies extortion of firms operating in legal sectors by a profit-maximizing criminal organization. We develop a simple taxation model under asymmetric information to find the Mafia optimal extortion as a function of firms’ observable characteristics, namely size and sector. We test the predictions of the model on a unique dataset on extortion in Sicily, the Italian region where the Sicilian Mafia, one of the most ancient criminal organizations, operates. In line with our theoretical model, our empirical findings show that extortion is strongly concave with respect to firm size and highly regressive. The percentage of profits appropriated by the Mafia ranges from 40% for small fi…

Las influencias históricas y circunstancias sociales y sociológicas en la creación de estructuras sociales informales de naturaleza criminal: estudio…

2018

Essential elements cementing every community are the factors: ontological, structural, fixed mechanisms of conduct including moral, religious, legal, or traditional tradition, or tradition, which is the carrier of continuity of this community. Lack of social stabilization, which in the old days was caused, among other things, by often changing rulers, the lack of justice that would equally affect all social groups, or the grossly unfair distribution of goods between the various social groups, led to the emergence of informal organizations, These often replaced the official law or administration, in the area inhabited by some community

Persistent lipsticks and their lip prints: new hidden evidence at the crime scene

2000

Latent lip print test results produced by permanent lipsticks are presented in this work. This cosmetic product, contrary to conventional lipsticks, does not leave visible prints and can thus be overlooked at the crime scene. As print vehicles the study used ceramics, glass, cotton fabric and paper. Lip prints were left to dwell for different periods and were later developed using aluminum powder, cobalt oxide powder and magnetic powder. The results show that identifiable lip prints can be obtained up to 30 days after being produced.

An outcome-based dynamic performance management approach to collaborative governance in crime control: insights from Malaysia

2019

The paper analyzes Malaysia’s experience in crime control. It offers insights on how a whole-of-government perspective, underpinned by a dynamic outcome-based performance management system, or DPM, supports governments in bringing about progress in crime reduction. Although not exhaustive of all factors contributing to crime control, the paper argues that DPM can make collaboration in designing and implementing policies for crime control more effective, by enabling policy-makers frame causal links between strategic resources, performance drivers and outcomes. The feedback-loops underlying the crime-control system’s behavior should be governed in a way that enables policy-makers to build up …

Applying system dynamics modeling to foster a cause-and-effect perspective in dealing with behavioral distortions associated with a city's performanc…

2015

This paper aims to show how applying system dynamics methodology to performance management can provide a powerful modeling perspective enabling public sector organizations to prevent, detect, and counteract behavioral distortions associated with performance measurement. A dynamic performance management approach is able to support performance management system designers in outlining and implementing a consistent set of measures that can allow public sector decision-makers to pursue sustainable organizational learning and development. This perspective implies a major shift from a static to a dynamic picture of organizational processes and results. It means framing delays between causes and ef…

Antoniego Zabłockiego relacja o pobycie Katarzyny II i Józefa II w Chersoniu i na Krymie w roku 1787

2022

From July 1784 to mid-1792, a Polish trade and diplomatic post operated in Kherson (until the spring of 1788), and then in Mirgorod, in the Black Sea territories of the Russian Empire. From mid-1784 until the end of 1791, Antoni Zabłocki, a former soldier of the Crown Army, the Bar Confederate, and an exile in Russia, was the head of the facility, and from the summer-autumn 1786, the consul. He did not have any diplomatic preparation, and his qualifications were limited to the knowledge of the Russian language and the realities of social and economic life in the tsarist state, as well as to close contacts with the surroundings of King Stanisław August. This secured him a job as a royal agen…

Violence and the Peasant Elite in Lower Satakunta (1550–1680)

2016

“The lengthy quarrels over inheritance hint that these people had fiery tempers”, wrote Mauno Jokipii in his pioneering article on the history of the Lavila family—one of the prominent families of freeholders in Lower Satakunta.1 In our study on the women from that same family, Virpi Nissila and I have encountered about 100 court cases from the 1620 to the 1650s, in which six women from two generations have been present. The most prominent of them is Anna Martensdotter who appeared in court 28 times in the four years for which we have the court minutes still intact. These records tell of her offensive behaviour: neighbours complaining about her physical violence, insults, appropriations, an…
