A feedback view of behavioural distortions from perceived public service gaps at ‘street‐level’ policy implementation: The case of unintended outcome…

2020

This paper discusses the limitations and risks associated with the use of output-oriented measures to assess public school performance. In particular, it questions the capability of the performance measures set by external institutions, with respect to schools, to support sustainable educational outcomes. To this end, the ‘street-level bureaucracy’ theory is used in the paper as a basis to analyse the behavioural distortions generated by perceived public service gaps at school level policy implementation. Such unintended behavioural effects are often a major cause of disappointing outcomes when test-based accountability systems are adopted. In the second part of the paper, an insight model …

Framing the Sources of Image of a Local Area through Outcome-Based Dynamic Performance Management

2018

This article investigates the place image concept. It aims to frame major factors impacting on the image of a local area and to suggest associated measures. The adoption of a dynamic approach enables the exploration of four major factors: the level of tourism development, the fit of contextual attributes, the strength of identity, and the level of synergy between public and private sectors. The emerging conceptual model identifies twelve performance indicators driving interdependencies between outputs and outcomes. Such a model eventually is applied to the “Taormina-Etna district” – located in Sicily (Italy) – with the intent to discussing its effectiveness.

A dynamic performance management approach to frame corruption in public procurement: a case study

2021

Purpose The purpose of this paper is to frame the causal relationships between corruption in public procurement and performance of local governments. Design/methodology/approach An outcome-based dynamic performance management approach is adopted to explore a representative case study of a small Italian municipality. The model is based on three sources: qualitative primary data generated by face-to-face convergent interviews; secondary data retrieved from documents describing legal cases linked to procurement and open-access repositories; and an extensive literature review. Findings Emphasizing the role of community civic morality systemically may help to understand some counterintuitive re…

An outcome-based dynamic performance management approach to collaborative governance in crime control: insights from Malaysia

2019

The paper analyzes Malaysia’s experience in crime control. It offers insights on how a whole-of-government perspective, underpinned by a dynamic outcome-based performance management system, or DPM, supports governments in bringing about progress in crime reduction. Although not exhaustive of all factors contributing to crime control, the paper argues that DPM can make collaboration in designing and implementing policies for crime control more effective, by enabling policy-makers frame causal links between strategic resources, performance drivers and outcomes. The feedback-loops underlying the crime-control system’s behavior should be governed in a way that enables policy-makers to build up …

Determinants of performance drivers in online food delivery platforms: a dynamic performance management perspective

2022

PurposeThis study aims to demonstrate that the Dynamic Performance Management (DPM) framework, integrating performance management with system dynamics modelling, enables decision-makers to identify sustainable strategies in online food delivery platforms, thereby avoiding company failure.Design/methodology/approachThis study undertakes a multistep methodological approach. After the literature review, a retrospective case study approach was used. To build the DPM framework and the system dynamics simulation model, primary and secondary data were collected and analysed.FindingsThis study by adopting the DPM perspective highlights the critical role performance drivers play to assess the viabil…

Designing Outcome-Based Performance Management Systems to Assess Policies Impacting on Caesarean Section Rate: An Analysis of the Sicilian Maternity …

2017

The reduction in Caesarean sections (CSs) is widely considered a priority in the public decision makers agenda. Though the World Health Organisation has strongly encouraged countries to implement policies to reduce CSs to 10–15%, after almost thirty years this goal appears still far from its achievement. The literature depicts CS as a multifaceted phenomenon whose causes involve different factors, ranging from the patient sphere to the health care level of services provided, and the societal preference of CS practice. Policy makers aiming to standardise cares and to reduce CSs often implement maternity pathways (MP). By investigating the MP introduced in the Sicilian region, the authors hig…

Supporting the natural gas supply chain public policies through simulation methods: A dynamic performance management approach

2018

Natural gas is considered the transitional fuel par excellence between fossil and renewable sources, considering its low cost, greater efficiency and lesser impact on the environment. This is the reason why its demand levels have increased worldwide, requiring intervention of public and private stakeholders in order to meet these increments. The participation of diverse interconnected stakeholders (key actors) of the supplier-client form, constitutes a supply chain for natural gas, in which the effects of the application of public policy actions can be analysed in the time, using Dynamic Performance Management DPM methodology. The results of the model show the behaviour of the reserves, pro…

DYNAMIC PERFORMANCE MANAGEMENT IN THE UPSTREAM OIL INDUSTRY

This is a study about investments in the upstream oil industry. The goal is to describe how investments that lead to oil and gas production, are made. The study of oil supply is central, because it represents 60% of the world’s primary energy supply. It is vital for energy renewables policy makers, in order to assess oil supply scenarios and adjust incentives for lower fossils consumption. It is also important for consuming countries. Previous studies have stressed the importance of market volatility for investment appraisal in the UK; irreversibility of investments; and remaining reserves as main drivers of investment and production in the UK. My study differs, since my results can be comp…

Blending Collaborative Governance and Dynamic Performance Management to Foster Policy Coordination in Renewable Energy Supply Chains

2020

As the use of renewable energy is growing worldwide, the wind industry is being endorsed as a promising source for clean energy supply. In this context, the strategic management of the supply chain is fundamental to pursue a steady expansion of renewable energy. However, the fragmentation between energy policy design and implementation has been considered as a major cause threatening the effectiveness in managing the supply chain. This problem has been provoked mainly by an unsynchronized and uncoordinated decision-making process that involves public and private institutions. This chapter proposes the adoption of a dynamic performance management approach for enhancing a collaborative govern…
