Explaining non-adoption of electronic government services by citizens. A study among non-users of public e-services in Latvia

2018

This paper analyses citizen motives for not using electronic government services. Using qualitative interviews among users of Citizens´ Service Centers in Latvia, this paper analyses the motives of citizens not to use electronic government services but to rely on non-electronic equivalents or on in-person assistance. It expands the literature on e-commerce and e-government through an explicit focus on non-adoption rather than adoption. Findings show a higher than expected importance of hardware and internet availability, as well convenience factors as important reasons for non-adoption. The research furthermore reveals that the well-intentioned supply of non-electronic alternatives may hamp…

Using System Dynamics to Assess a Web 2.0 Governance Model for Public Service Delivery

2011

In the last decade Public Administrations (PA) have introduced new governance models to design, implement and deliver public services to citizens. Such models have been also driven by the New Public Management (NPM) movement, which contributed to increase the pressure on PA, of both central governments and communities, to design more citizen-centric oriented services aimed to improve PA outcomes, efficiency and accountability. A key-lever on which PA can act on to reach the above goals is the use of WEB 2.0 technologies, which can enhance a fruitful collaboration between citizens and PA, not only in an ex-post analysis, but also, and in particular, in an ex-ante phase, letting the final use…

Learning from Failures: a Chance to Overcome the Crisis. E-Government Adoption in the Municipality of Palermo, Italy.

2013

Due to its effect on regional and national competitiveness the issue of e- Government has become particularly relevant in the light of an ongoing financial crisis. Mostly because e-Government has a great potential in reducing the cost of regulatory compliance for government customers, in improving efficiency and tax administration and in avoiding frauds and errors. However, it must not be considered as a simple set of tools for technological innovation but rather a phenomenon that requires redesigning the entire institutional governance model and the roles of the main actors involved. This paper presents part of the PhD thesis project of the author on the implementation and adoption of e-Go…

Stakeholder theory for the E -government context: Framing a value-oriented normative core

2018

Despite substantial investments in ICT in the public sector over the past decades, it has been hard to achieve consistent benefits. One reason for the difficulties is the gap between the expectations of key stakeholders (such as governments, businesses and citizens) and project outcomes. Though normative, descriptive and instrumental aspects of stakeholder theory have been influential in explaining stakeholder interests and relationships in the management field, e-Government researchers have rather neglected the normative core of the theory. We show how value theory can improve normative foundations in this area to provide a focused analysis of four e-Government projects. We use a multiple …

2011

Published version of an article in International Journal of Business and Management, 6(11), 285-296. Also available from the publisher at http://dx.doi.org/10.5539/ijbm.v6n11p285 Although vast normative e-government literature supports the assertion that implementation of e-government reduces transaction cost and promotes Foreign Direct Investment; empirical evidence to support this thesis is limited. Even more, there is limited attempt when studying this phenomenon to integrate e-government literature with other literatures in which major constructs of interest are rooted. This article contributes to reducing this gap by establishing a conceptual framework that integrates e-government lite…
