ESTIMATION OF RATES OF RETURN TO INVESTMENTS IN EDUCATION IN LATVIA

The aim of the article is to prove the positive impact of education on work salary. For this purpose, the main task of the article is toestimate the Mincer rate of return by taking several factors into account. A secondary task of the research is to analyze the results of2010 and 2011 and to find explanations for the significant differences between the two years. The results of research and a detailedanalysis of the labour market indicate a positive return from attainment of education at an individual level, and they strengthen thehypothesis about a correlation among higher education attainment, higher employment levels and welfare. Italian law only provides the general conditions for the institution of recall. It follows that significant discretionary powers are enjoyed by the surveillance judges (and in particular by the Surveillance Tribunal) who evaluate on a case-by-case basis whether the commission of another offence or the infringement of parole conditions demonstrate the offenders' negative attitude to reintegrate into society. Rational Poverty or Poor Rationality? The Take‐up of Social Assistance Benefits

In several countries social assistance dependence has been increasing since the 1980s. After surveying the theoretical and empirical take-up literature, this study presents estimates of recent rates of non take-up of social assistance benefits. Once methodological shortcomings of prior estimations are corrected, the results show that take-up has fallen recently and thus cannot explain the rising welfare receipt. Following theoretical predictions, the probability that a rational individual takes up social assistance increases with the expected benefit amount and duration, and falls with application cost and stigma. Median vs. Mean in Poverty Alleviation

When evaluating poverty, the relative poverty line may be taken as a percentage of either normalized median or normalized mean income. It is proved that, for any family of non-intersecting Lorenz curves, when the poverty line is set relative to the normalized median income, reducing poverty become less costly in proportion to the total income when inequality is great and increasing; a counter-example proves that such a change may be associated with greater poverty. However, when the poverty line is set relative to the normalized mean income, the relative cost of poverty alleviation always increases with inequality and poverty, as expected.
