Apologia del libero mercato
2019
In a dusty square of an ancient neighborhood of Palermo there is a miserable second-hand market, called “mercato dell’Albergheria. Merchandise sold is mainly stuff collected from garbage. Those who sell and buy are some of the poorest and most marginalized among urban population, so none of the sellers has a permission or pays any tax. Nevertheless, Albergheria market had existed undisturbed for about twenty years. It therefore seems to be an actualization of the free market ideal. The State is not there: neither to give, nor to require. In the main square, where the market is, a peculiar coincidence occurs: one of the buildings, an ex-cinema, is now a lecture-hall of the Law Department of …

The Convent of Palermo in the Middle of the Fifteenth Century
2015
The article investigates the finances of eight convents of Palermo in the middle of the fifteenth century, based on archival work conducted on unpublished documents. By comparing the tithes of these eight convents imposed by Pope Eugenius IV in 1443, we find out that the richest of them was. Santa Caterina of the Dominican Order. As a consequence of the tithe imposed by Pope Callistus III in 1456, the economic situation of Palermo's convents had changed, but Santa Caterina remained the most important of them.
Exploring the Underground Economy through System Dynamics to support Public Decision Makers: a preliminary qualitative analysis
2008
To estimate and analyse the underground economy phenomenon, different methods and approaches have been provided in literature. However, such approaches are very often based on static and linear equilibrium models and seldom adopt simulation tools. This paper results from a research project conducted in the Sicily Region (Italy) aimed at investigating – through the System Dynamics methodology – main causes-and-effects relationships underlying the phenomenon of the “hidden workers” at both firm and self-employment level. By combining micro and macro-analysis, the authors present a preliminary causal loop diagram of the investigated phenomenon. Such feedback structure has been built through th…

Responsibility in uncertain times: an institutional perspective on precaution
2008
Precaution is a key issue in environmental governance. Variously defined, intensively debated and introduced in many regulations, its meaning, scope and application remain problematic. This article argues that the controversy on precaution is a matter of culturally patterned expectations concerning the production and use of knowledge and the related social positions and responsibilities. The way uncertainty and its role in the policy process are understood is crucial. For some precaution is a flawed concept, to be accommodated to the current expert-based cooperative scheme. For others it is a major innovation requiring a rearrangement of the latter. Precautionary policies may evolve in dif…
A stochastic dynamic model to evaluate the influence of economy and well-being on unemployment control
2018
[EN] This paper presents a stochastic dynamic mathematical model to study the evolution of the unemployment rate and other relevant related variables in a country. This model is composed by three basic interrelated subsystems: demographic, economic and wellbeing ones. A key aspect of this model is that it considers three UN well-being variables simultaneously: Human Development Index, Gender Empowerment Index and Gender Differentiation Index. These variables involve key concepts for human development, as Health, Education, Economy and Female Labor. With this model, the most outstanding variables found in the literature in relation with unemployment control can be used to design strategies a…

Local Leadership and Its Limits in the Deployment of Sustainable Mobility Policies
2020
The indisputable need for new urban mobility policies, which has already been recognised in numerous international, European and national legal instruments, undoubtedly requires a local role in the redefinition of these policies. This action must be carried out in a regulatory context that does not always provide local authorities with all the legal instruments to do so. In this contribution, the primary measures being used to achieve greater sustainability of urban mobility are outlined, as well as a description of the effective room for manoeuvre local authorities normally have, analysing the current limitations they face for a more ambitious deployment and possible models of alternative …
'Uber Economy': Employee, Self-Employed or a Need of a Special Employment Regulation?
2015
The Digital era has changed industrial relationships dramatically. This has caused a considerable legal uncertainty about which rules apply to cyberspace. Technology is transforming business organization in a way that makes employees -- as subordinate work -- less necessary. A new type of companies "on demand economy" "sharing economy" -- dedicated to connecting customers directly with individual service providers are emerging. Thus, these companies develop their core business completely through workers classified as self-employed. In this context, employment law is facing its greatest challenge, dealing with a very different reality compared to the one existing when it was created. This pa…
