Non-competitive Elections at the Local Level and the Incumbency Advantage of Mayors – Research Experiences from Poland

The objective of this paper is an attempt to answer if non-competitive elections to commune councils in Poland may be the result of incumbency advantage of mayors. The author assumes, that the effects of incumbency advantage of mayors in influence not only the competition for the office of mayor, but also the entire local political scene. These effects may weaken the competitiveness of elections and lead to the cartelisation of local political scenes. Questo contributo offre un breve commento all'articolo 56 della Costituzione italiana, avente ad oggetto la Camera dei Deputati, la sua natura elettiva, i principi e le regole per la sua composizione. Viene preso in esame il testo costituzionale del 1948 ed il significato delle elezioni democratiche; il rapporto fra eletti ed elettori e le revisioni costituzionali del 1963 e del 2001; il problema della forza prescrittiva dell'articolo 56: l'esigenza di adattamento della Costituzione all'evoluzione del quadro politico; l'articolo 56 della Costituzione come limite per il legislatore in materia elettorale: il ruolo della magistratura e della Corte costituzionale.

The Brazilian Workers’ Party (PT) is an outstanding experience of a left-wing mass party. When it was born in 1980, many people wondered about its nature. In 2002, when Lula became the President of Brazil, this question did not deserve the same answer. "Oszukańcze wybory". Środowiska polskiej emigracji politycznej wobec wyborów do Sejmu Ustawodawczego w 1947 roku

The article presents the attitude of Polish political emigration towards first parliamentary election held in Poland after World War II. The election caused discussions in emigration press. The Polish government in exile did not hoped for any change of political situation in country after elections conducted under communist rule. Most of the political parties in exile took similar position. In the opinion of the emigrants a truly free election could be conducted under international supervision and after the withdrawal of Soviet troops and removal from power dominated by communists Provisional Government of National Unity.

The EU Election on Twitter

In this chapter the political implications of social media and their affordances for political discourse are examined. The focus is on candidates’ Twitter usage during the 2014 EU elections in France and in Germany. Quantitative and qualitative analyses of tweets collected during a period of four weeks have been carried out on the basis of the functional operator model of Twitter. The model serves as a framework for assessing users’ tweeting styles, which can range between personal-interactive and topical-informative.
