Citizenship, populism and social work in the Finnish welfare state

This chapter ties together discussions of citizenship and social work practice in the context of growing populist and neoliberal political trends in Finland. These political trends are manifested in populist right-wing nationalist movements on the one hand, and in the neoliberal dismantling of the welfare state on the other. Both political trends – right-wing nationalist populism and neoliberalism – tend to separate people into two groups: those who are ‘deserving’ and those who are ‘undeserving’. Determinanty środowiskowe stanowią trzecią grupę czynników warunkujących bezpieczeństwo pracowników służb społecznych. Są istotnym dopełnieniem prezentowanej koncepcji triady determinant bezpieczeństwa. Obejmują następujące czynniki: środowisko rodzinne, środowisko zawodowe (pracy), postawy społeczne wobec służb społecznych, status społeczny i prestiż zawodowy, kulturę prawną oraz kulturę bezpieczeństwa. Katalog ten jest otwarty i elastyczny. Jego pojemność może zwiększać się w toku dyskursu prowadzonego wokół zagadnień bezpieczeństwa pracowników służb społecznych.

W województwie opolskim od dawna obserwuje się niekorzystną sytuację demograficzną. Niskie wskaźniki dzietności oraz ujemne saldo migracji sprawiają, że Opolszczyzna harakteryzuje się jednym z najwyższych w kraju wskaźników depopulacji. Dostrzegając związane z tym zagrożenia samorządy województwa postanowiły wpłynąć na ich ograniczenie. Najwyższa Izba Kontroli zbadała1 działania podejmowane w Urzędzie Marszałkowskim Województwa Opolskiego, Urzędzie Miasta Opola oraz Urzędzie Miejskim w Nysie. Z ustaleń wynika, że możliwiły one poprawę warunków życia mieszkańców, jednak jak dotąd nie doprowadziły do odwrócenia negatywnych trendów demograficznych.

Commonly accepted models of human consciousness have substantial shortcomings, in the sense that they cannot account for the entire scope of human experiences. The goal of this article is to describe a model with higher explanatory power, by integrating ideas from psychology and quantum mechanics. In the first part, the need for a paradigm change will be justified by presenting three types of phenomena that challenge the materialistic view of consciousness. The paradox of endogenous poverty line in the poverty indices

february 23-25, 2007; When measuring poverty, the poverty line is considered to be relatively determined as a percentage of the median income or as a percentage of the average income so as to allow international comparisons. The poverty line relative to the median income may be described as endogenous in contrast with the poverty line relative to the average income which may be described as exogenous because it is independent of the normalized distribution of incomes.
