To offer a view on the current debates and worldwide issues regarding access to HE, this editorial depicts how the control of educational access has historically been used as an instrument of governance at the interface of two processes: social stratification and the territorialisation of politics. The Finnish educational system is well known for its excellent learning results, highly trained teachers and egalitarian values. However, when the political leanings of the government change, its policies are usually altered as well. In this policy report we give an account of the recent changes and current trends in Finnish education policy. We analyse the characteristics of the Sipilä Government’s current education policy since 2015 and compare it to the Nordic welfare-state ideals of universalism, equality and social justice which have traditionally been the key building blocks of the Finnish education system. Parenthood and gender inequality : Population-based evidence on the child penalty in Finland

This study presents evidence on the effect of parenthood on labor market outcomes in Finland. We use population-based data drawn from administrative registers and an event study design centered around the birth of the first child using the specification proposed in Kleven et al. (2019b). The study confirms that women encounter large short- and long-term child penalties in gross labor earnings and that penalties are associated with employment participation. Taxes and social security transfers considerably reduce the child penalty, which also varies by the number of children. peerReviewed

Fifty years ago, higher education globally had started to change radically in terms of the proportion of young people enrolled in the system as well as society's expectations for what this would deliver. From the outset, Higher Education has featured research interrogating various aspects of inequality in higher education, including institutions and staff as well as students. This article offers an overview of that work. Our analysis is structured around three levels at which major questions on this topic have been framed and investigated. The macro level focuses on national systems and looks at widening participation, especially the increase in access to higher education for young people. …
Will COVID-19 Have Long-Lasting Effects on Inequality? Evidence from Past Pandemics

This paper provides evidence on the impact of major epidemics from the past two decades on income distribution. The pandemics in our sample, even though much smaller in scale than COVID-19, have led to increases in the Gini coefficient, raised the income share of higher-income deciles, and lowered the employment-to-population ratio for those with basic education compared to those with higher education. We provide some evidence that the distributional consequences from the current pandemic may be larger than those flowing from the historical pandemics in our sample, and larger than those following typical recessions and financial crises.

The paper addresses the issue of the multiple dimensions of urban poverty through mixed analyses carried out in the CEP neighborhood of Palermo. The article tries to avoid incurring the dichotomy between the Global North and South and adopts a Mediterranean perspective, attempting to describe the neighborhood from below and starting from the voices of its youngest inhabitants. In light of the most recent pandemic events, the issue of urban poverty deserves to be explored with renewed academic debates.

Istniejące w Polsce i krajach ościennych rozwiązania oparto na tradycyjnym modelu kształcenia, kładąc nacisk na jego cechy egalitarne. Wykorzystanie w przestrzeni edukacyjnej nowych narzędzi technologii informacyjno-komunikacyjnych w praktyce utrwala źle pojęty egalitaryzm kształcenia i nie eliminuje związanych z tym zagrożeń. Efektywne dostosowanie się do wyzwań społeczeństwa wiedzy wymagać będzie wykorzystania wwiększym stopniu modeli elitarnych.

Groups make decisions on both the production and the distribution of resources. These decisions typically involve a tension between increasing the total level of group resources (i.e. social efficiency) and distributing these resources among group members (i.e. individuals' relative shares). This is the case because the redistribution process may destroy part of the resources, thus resulting in socially inefficient allocations. Here we apply a dual-process approach to understand the cognitive underpinnings of this fundamental tension.
