The paper is concerned with what Albert Breton, in his theory of competitive federalism has called vertical competition, that is, competition between governments situated at different levels. However its setting is government systems that are unitary rather than federal and structured around three or four levels of government rather than the two often implicitly assumed. The paper tries to show that these characteristics may offer a partial solution to what is perhaps the major problem raised by vertical competition, that is, how winners in a vertical contest get protected against retaliation by the losers when the latter can change the rules (which are not constitutionally entrenched). Background: Compiling individual records coming from different sources is very important for multicenter epidemiological studies; however, European directives and other national legislation concerning nominal data processing must be respected. These legal aspects can be satisfied by implementing mechanisms that allow anonymization of patient data (such as hashing techniques). L'effet de la symbiose mycorhizienne sur la croissance du mil a été étudié en conditions contrôlées. Le sol collecté au sud du Sénégal dans un champ cultivé et dans une jachère de 17 ans a été mélangé et stérilisé. Il a ensuite été inoculé avec le #Glomus aggregatum$. La croissance de plants de mil cultivés sur ce sol a été comparée à une série témoin, cultivée sur sol non inoculé. La mycorhization des racines de mil a été faible. Elle n'a pas provoqué de réaction de stimulation de croissance. Cette absence de réponse pourrait s'expliquer par l'utilisation d'une souche exotique et non d'une souche indigène de champignon mycorhizien. (Résumé d'auteur)

The aim of our study is to deepen our knowledge of consulting companies in France. We seek, essentially, to understand the organizational characteristics of those who show better performance. We were particularly interested in the case of the IT consulting firm. T herefore, we conducted a series of semi- structured interviews with fourteen consulting experts in France over a period of five months. Our results paint an altered picture of these firms and show an evolving sector over the technological transformations of recent years.
