Energy certification of buildings: A comparative analysis of progress towards implementation in European countries

Abstract The Energy Performance Building Directive (Directive 2002/91/EC) introduced the compulsory energy certification of buildings in the EU from 2006 and it has played a key role in the common policy to monitor and reduce energy consumption. In order to assess the experience gained in this field in Europe overall, and in particular against the highly diverse settings of the different European nations, this paper examines the extent to which the Directive has been implemented by the 27 EU Member States. This study was carried out to explore the steps of User-centered Design in development of health information technology. The technology was developed in two research projects: the European Union project United4Health that created a collaborative telemedicine system for remote monitoring of Chronic Obstructive Pulmonary Disease and the Southern Norway regional project eHealth-extended Care Coordination that built an information system for coordination in inter-municipal health care teams. Abstract This article reports the findings of ethnographic research conducted in Finland. Respondents describe changes brought about by European Union regulations and Finnish laws that lack cultural sensitivity thereby transforming the nature of traditional Sami entrepreneurship. Many of these indigenous people have had to start an additional business or work elsewhere to make ends meet.
