A glimpse of the limits of the European economic governance through the legislative and jurisprudential route of the "after-Weimar" German "economic …
2020

The overstated generational gap in online news use? A consolidated infrastructural perspective
2021
Recent research by Taneja et al. suggested that digital infrastructures diminish the generational gap in news use by counteracting preference structures. We expand on this seminal work by arguing that an infrastructural perspective requires overcoming limitations of highly aggregated web tracking data used in prior research. We analyze the individual browsing histories of two representative samples of German Internet users collected in 2012 ( N = 2970) and 2018 ( N = 2045) and find robust evidence for a smaller generational gap in online news use than commonly assumed. While short news website visits mostly demonstrated infrastructural factors, longer news use episodes were shaped more by …
The Fascist Ruling Class. A Geography of Power between Centre and Periphery
2022
How did the fascist ruling class consolidate? From which parts of the country did the new notables of the regime come? What was their geographical, age and cultural background? The essay aims to answer these questions by analysing in particular the list of general secretaries of the National Fascist Party, the federal secretaries of the provinces and the prefects,

Nazioni senza frontiere.
Daniel J. Elazar explores federalism by highlighting the lexical and hermeneutic centrality of the concept of the covenant in the various cultural and institutional spheres. This essay focuses on his reconstruction of the historical and ideological steps of federalism in the European political …
Accounting for centralization in the European Union : Niskanen, Monnet or Thatcher ?
2002
Centralisation at the level of the European Union takes the form, not so much of increased, staff or budget, but of enlarged responsibilities and an increased share in regulation. The paper first reviews possible explanations of that trend that are based on a view of bureaucracy inspired by, or closely related, to William Niskanen's. It then turns to a discussion of the extent to which any characteristic of the EU machinery can develop without the acquiescenceor agency of a majority of the member-state governments, and of the discussion of whether centralisation as a process is not simply a way to implement, in the manner suggested by Jean Monnet, the "ever closer union" that was - and, to …
A comparison of internal and international barriers to trade
1999
In a world in which barriers to trade at all levels - international and internal - are mostly a by-product of the implementation by governments of different regulatory policies to deal with domestic or local problems, the mechanisms that are set in motion by the operation of competition among the governments inhabiting the different jurisdictional tiers of federal countries lead to outcomes that are different from those generated by the 'agreed-upon' rules that govern the relations of national governments with each other in matters of international trade. A model is used to compare two ways of dealing with the external damages that are consequent on the pursuit of beneficial domestic regula…
Horizontal Competition Among Governments
2005
Governments situated on the same level of a multi-level governmental system compete with each other as well as with those placed higher or lower. This paper is concerned with horizontal competition only. It discusses both competition based on the mobility of agents (individuals, business firms, or factors) and competition related to the circulation of information. With regard to the first kind, it focuses on the capacity that governments keep to decide their policies and compete in spite of the mobility of agents. Some attention is also given to the implications of some non-standard assumptions about the underlying political setup. The discussion of information-based competition includes th…
