Fads and Facts of E-Government: A Review of Impacts of E-government (2003–2009)

This paper analyzes the impacts of e-government as reported in 55 first-hand empirical peer-reviewed journal publications during the period 2003–2009, using a conceptual framework to identify ICT (information and communication technology) impacts on four domains within the public sector: capabilities, interactions, orientations and value distribution. The analysis shows that research findings mostly report positive impacts in all four dimensions. In the empirical research, the majority of impacts from ICT are reported within the domain of capabilities, which is also the domain that features the most balanced mix of positive and negative findings. Water Adsorption in Flexible Gallium-Based MIL-53 Metal–Organic Framework

Understanding the adsorption of water in metal–organic frameworks (MOF), and particularly in soft porous crystals, is a crucial prerequisite before considering MOFs for industrial applications. We report here a joint experimental and theoretical study on the behavior of a gallium-based breathing MOF, Ga-MIL-53, upon water adsorption. By looking at the energetics and thermodynamics of Ga-MIL-53, we demonstrate why it behaves differently from its sibling Al-MIL-53, showing a different phase at room temperature (a nonporous phase) and the presence of a hydrated narrow-pore structure at gas saturation pressure. ABSTRACT During evolution, the vestibular organ was made to serve mainly two purposes: 1) to guide eye movements during sharp turns, so that the point of fixation in the visual field can be kept steady, a function accomplished by the semicircular canal system and 2) to indicate the terrestrial vertical, so that upright posture and gait can be maintained even in the dark. The otolith system serves the latter purpose. Since the function of the semicircular canal system does not depend on gravity, it is not grossly disturbed by gravitational levels different from 1 g . Last generation video encoding standards increase computing demands in order to reach the limits on compression efficiency. This is particularly the case of H.264/AVC specification that is gaining interest in industry. Lactococcal 949 group phages recognize a carbohydrate receptor on the host cell surface

ABSTRACT Lactococcal bacteriophages represent one of the leading causes of dairy fermentation failure and product inconsistencies. A new member of the lactococcal 949 phage group, named WRP3, was isolated from cheese whey from a Sicilian factory in 2011. The genome sequence of this phage was determined, and it constitutes the largest lactococcal phage genome currently known, at 130,008 bp. Dynamic Packet Bundling for VoIP Transmission Over Rel'7 HSUPA with 10ms TTI Length

In this paper, the system level optimization of the voice over IP transmission in the HSUPA system, configured with a 10 ms TTI length, is analyzed. The study considers the release 7 improvements to HSUPA, in terms of the DPCCH gating concept. A dynamic activated MAC layer bundling of two VoIP packets in a single frame is proposed and compared against the single packet per frame transmission by means of quasi-static system level simulations.

[EN] Two new 3D spin-crossover (SCO) Hofmann-type coordination polymers {Fe(2,6-naphthy)[Ag(CN)2][Ag2(CN)3]} (1; 2,6-naphthy = 2,6-naphthyridine) and {Fe(2,6-naphthy)- [Au(CN)2]2}·0.5PhNO2 (2) were synthesized and characterized. Both derivatives are made up of infinite stacks of {Fe[Ag(CN)2]2- [Ag2(CN)3]}n and {Fe[Au(CN)2]2}n layered grids connected by pillars of 2,6-naphthy ligands coordinated to the axial positions of the FeII centers of alternate layers.

Connectivity in hydrology and sediment dynamics

Connectivity has emerged as a significant conceptual framework for understanding the transfer of surface water and sediment through landscapes. The concept has been widely adopted in the field of catchment hydrology but has also been valuable to investigate rates of soil erosion by water and sediment export across landscapes. To study connectivity, we gathered a group of scientists that worked on synthesizing and consolidating all theories and aspects of connectivity research.
