The question that lies at the heart of this short essay concerns the effects of laughter on the relationship between the right to freedom of expression, on the one hand, and the potential exercise of verbal violence on the other. In short, the question we ask is whether the presence of laughter increases the spectrum of freedom of expression by reducing that of verbal violence, or, on the contrary, whether the very element of laughter does not laughter does not, on the contrary, determine a multiplication of violence in certain discursive situations.

Despite the general consensus about freedom of expression being a basic fundamental right on every democratic society, the debate about its boundaries has never found such a pacific agreement. Thus, the Spanish Penal Code has several articles that punish its abuse that are highly contested, like articles 490.3 and 543 that penalize the offenses directed towards national symbols or State representatives. Mūsdienās pašvaldību plašsaziņas līdzekļi satur ne tikai ar pašvaldības domes darbu saistītu informāciju, bet arī komerciālas reklāmas un sludinājumus, kas ir galvenais ienākumu gūšanas avots privāto plašsaziņas līdzekļu īpašniekiem. Šī iemesla dēļ sabiedrībā pastāv diskusijas par to, vai pašvaldību plašsaziņas līdzekļu izdošana nepārkāpj tiesības uz vārda brīvību, neapdraud privāto plašsaziņas līdzekļu pastāvēšanu mediju tirgū un nav pretrunā godīgai konkurencei.
