The aim of the paper is an attempt to recreate the process of the emergence of the German minority movement in the period of the political transition in the years 1989-1992 on the basis of materials from the Opole daily press. The choice of this period is dictated by the desire to show the initial stages of development of this community and its organizational form. The article presents the assumptions and partial results of the research undertaken within the project “German minority in Poland in the face of transition and political transformation after 1989”, carried out by a research team from the Institute of Political Science and Administration (University of Opole) and commissioned by the German Minority Research Center. Na terenie województwa opolskiego występują mniejszości narodowe i grupy etniczne, dla których organizowane jest kształcenie umożliwiające podtrzymywanie tożsamości narodowej, etnicznej i językowej. Od 1991 r. w szkołach, a od 2001 r. w przedszkolach zauważa się wzrost zainteresowania nauczaniem języka niemieckiego jako języka mniejszości narodowej. W przedszkolach występuje dynamika rozwoju placówek oferujących ten rodzaj edukacji, a także wzrost liczby dzieci korzystających tej oferty.

Celem artykułu jest ustalenie, jak przebiega rywalizacja polityczna na poziomie samorządowym w woj. opolskim, tzn. czy lokalne podmioty skutecznie współzawodniczą z partiami politycznymi i czy ostateczny rezultat wpisuje się w specyfikę elekcji na poziomie subnarodowym (tzn., czy upartyjnienie wzrasta wraz ze szczeblem samorządu), czy też odznacza się jakimiś cechami charakterystycznymi. Mother tongue is one of the most important aspects of preserving identity o f national or ethnic minority. Being in force since 2005 the Law on National and Ethnic Minorities and Regional Language minorities in Poland secures the right to preserve and maintain their language and to introduce it as an assistant language in municipalities.
