Planning in the Era of Information and Communication Technologies. Discussing the "label: Smart" in South-European cities with environmental and soci…

2016

In the last decades, planners have explored various approaches to sustainable urban planning and development. Scholars widely argued the limits to uncontrolled physical growth, to the exploitation of resources, and the necessity of finding alternatives. Within the general framework of sustainability, urban planners are in the search for approaches aimed at coping with current uncertainties that cities have to face, based on the deterioration of natural-socio-cultural environments and uncontrollable economic and financial flows. Notwithstanding, the rise of post-industrial urban economies has introduced Information and Communication Technologies (ICTs) as successful devices that are proposed…

Dominant and emerging approaches in the study of higher education policy change

2012

The purpose of the article is to analyse recent literature on higher education policy change. Based on the review, three different approaches are distinguished: structural, actor and agency. In the structural approach the dynamic of policy change originates in well-established structures. The actor approach focuses on either individual or institutional actors as the drivers of policy change. The agency approach understands higher education policy change as an interactive process between various actors and domains within transient structures. We will also present two emerging, alternative approaches: actor-network theory, which takes interaction as a starting point and proposes that no organ…

PROBLEMS OF UNIVERSITY INSTITUTIONAL GOVERNANCE IN CHANGING ENVIRONMENT

2012

The problem identified in all Europe and other countries is the following: 21th century expectations from society have enlarged the university goals, and in order to reach these goals, university needs new governance processes both at institutional and state level. Along with traditional university goals of providing higher education studies and research, there is an increase of university participation in social activities, as well as global competitiveness. Businesses insist that studies are resulted in higher education compliance with labour market, and research results’ transfer to investments of national economy. The institutional governance issues are becoming more complicated and the…

Innovation and networks in rural areas. An analysis from European innovative projects

2014

Abstract Innovation is a central factor for the development of rural areas, both in terms of diversification and increased competitiveness, also related to new structures of governance. The creation, adoption or adaptation of innovations is particularly complex, requiring the right combination of local knowledge (often tacit and implicit) with expert knowledge (often more explicit and formalised), as well as the support of extensive networks. This paper analyses a number of innovation projects in several European rural areas, through the data collected via in-depth interviews. It examines the projects' contributions and the role played by stakeholders in each stage of the projects. On the o…

Towards E-Government in a Sub-Saharan African Country

2006

ABSTRACT The use of information communication technologies (ICT) in governance is growing rapidly in many parts of the world. Developing countries in Africa are also making efforts to harness the new technology. In this paper, we provide useful insights regarding the impediments and initiatives of e-government in Nigeria, a Sub-Saharan African (SSA) country. The main problems facing the emergence of e-government in Nigeria have their roots in socioeconomic inadequacies that have plagued several countries in the SSA region. Some of the problems discussed include poor organizational skills, attitudinal problems, inadequate infrastructural support, and poor or unavailable human capital resourc…

How do community development activities affect the construction of rural places? : A case study from Finland

2019

Community‐based development practices have been seen as the prevailing paradigm for rural development. Rural community development practices are employed especially through local non‐governmental organisations, such as village associations, to ensure that rural communities are vital and attractive places to live. In this article, we explore how community development practices affect and shape rural places. The data were collected in three Finnish villages that each have an active village association and that have adopted community development practices as their method of keeping their village viable. According to the results of our study, the impacts of community practices on rural places c…

Moral Governance: Politicians, Ownership, and Control

2009

We investigate upon the influences exerted by politicians on the Board and on ownership structure, as an application of political power to corporations. We characterize moral governance as the joint result of these efforts on managerial turnover and ownership turnover. We comment upon two Italian clinical cases of private, listed firms in which politicians enter the scene when a major event occurs (i.e., reorganization, merger, and acquisition activity). Our model could serve as a guideline and checklist for insiders to interact with politicians. We suggest this could be of interest in countries where there is a common level ground – such as in Europe – but with different cultures on the ro…

Boards of directors: composition and effects on the performance of the firm

2018

This paper analyses the structure of boards of directors and its impact on business performance, which is approximated by economic profitability and the Tobin’s Q ratio. We focus on three basic aspects of boards that have been reviewed in the recent reform of the Good Governance Code: the size of boards, their independence and their diversity. For the study of diversity, we use an index that integrates not only the gender of board members, but also their age and nationality, since these are factors that can influence the knowledge, experience and skills of the directors. The results confirm a high degree of compliance with the recommendations of the Good Governance Code, and suggest that th…
