Les choix des parties prenantes dans les organisations de microfinance au Sénégal
2019
As African organizations operate according to universal principles (Western) while such principles often ignore African specificities, this study proposes to relate Western theory to African specificities. This doctoral study examines a Western model, the Mitchell and al. (1997)’s model, applied to the governance of microfinance organizations in Senegal. Many researches explain that microfinance organizations’ problems are related to corporate governance difficulties. Moreover, most studies consider that the concept of stakeholder is the foundation of the governance of microfinance organizations. Finally, the model of Mitchelland al. (1997) is cited as one of the most relevant typologies in…

Citizen experts in participatory governance: Democratic and epistemic assets of service user involvement, local knowledge and citizen science
2021
Initiatives that attribute expert status to ‘ordinary citizens’ proliferate in a range of societal realms and are generally celebrated for ‘democratising expertise’. By tapping new sources of knowledge and participation simultaneously, such ‘citizen expertise’ practices seem to provide responses to the contemporary decline of trust in political elites and traditional experts that seriously challenges the legitimacy of democratic policy-making. This study distinguishes between three quintessential types of citizen expertise (‘local knowledge’, ‘service user involvement’ and ‘citizen science’) and, from an integrated perspective, critically discusses the value of citizen expertise for public…
The Necessary Integration of Green Infrastructures in the Public Transport Infrastructure Design
2021
The spatial planning of the new infrastructures for the urban mobility can provide the opportunity for the development of the urban green areas toward the condition of a healthy city. Elements such as architectural, heritage, and landscape centralities can lead to build a converging point between the two infrastructural systems of green and mobility. The development of the new urban railway lines in the city of Palermo (Italy) offers the chance to apply an integrated approach to the field. The local potentials of the biodiversity on one side and the fragmented landscape and environment systems on the other side build the framework for the development of a case study oriented to the enhancem…
Intelligence artificielle et problèmes de gouvernance dans les pays en développement
2021
Artificial intelligence (AI) is a strategic pillar for the future of humanity. In this perspective, this article examines the advantages and potentials of its use in developing countries, particularly in the governance of those members of UEMOA. Thus, it should be emphasized that AI could significantly improve the governance of WAEMU countries by limiting intermediation in collection or payment systems and thus contribute to better transparency of the systems. It also makes up for the lack of qualified personnel, especially doctors in the most remote areas, it also strengthens security through its ability to enforce the law in the establishment of means of identification and control, in par…
Individual information for pension contributors: Recommendations for Spain based on international experience
2012
The aim of this article is to establish basic guidelines to support the possible design of an information letter to be sent to individuals who contribute to the Spanish state pension system, should a decision ever be taken to adopt such an instrument. Basing our work on international experience and published research in the field, we look into the concept of “individual pension information” and identify its most relevant features. We then give detailed descriptions of two models for the provision of individual pension information (the United States and Sweden), looking in particular at how these are structured, what aspects could be improved and their limitations. Finally, we offer recommen…
An outcome-based dynamic performance management approach to collaborative governance in crime control: insights from Malaysia
2019
The paper analyzes Malaysia’s experience in crime control. It offers insights on how a whole-of-government perspective, underpinned by a dynamic outcome-based performance management system, or DPM, supports governments in bringing about progress in crime reduction. Although not exhaustive of all factors contributing to crime control, the paper argues that DPM can make collaboration in designing and implementing policies for crime control more effective, by enabling policy-makers frame causal links between strategic resources, performance drivers and outcomes. The feedback-loops underlying the crime-control system’s behavior should be governed in a way that enables policy-makers to build up …
