This research aims to foster small-town decision-makers’ awareness of policy coordination as a central issue in either implementing collaborative governance and designing tourism development policies. To this end, a System Dynamics-based Interactive Learning Environment (ILE) has been designed with the intent of challenging decision-makers to increase tourism in the small town, while managing trade-offs among individualistic vs. collaborative behaviour. Riconoscendo nel policentrismo il modello insediativo che contraddistingue l’Unione Europea e nell’armatura delle città di secondo livello potenzialità alternative di sviluppo, la cui forza propulsiva è intrinseca nel loro specifico milieu e nelle differenze che alimentano le opportunità di connessione, si ritiene che le città debbano diventare generatori di flussi, produttori di identità, economie e nuove geografie, creare dinamismo urbano e interazioni spaziali capaci di attrarre reti locali e globali. Abstract Despite a growing sense of urgency, the deployment of clean technologies has been affected by fragmentation of energy policy design and implementation. In some case, wicked policy issues around renewable energy infrastructure have delayed or even halted the uptake of renewables. To find possible answer to consistent policy design that involves public/private institutions of the electricity sector, the authors propose the adoption of a dynamic performance management approach to support the energy policy coordination.

The VET System, Its Subsystems and Their Links with the Labour Market: Strengths, Weaknesses and Challenges of VET in Spain

This chapter provides the reader with the historical and political background to understand the rest of the book, and it also focuses on the key issues affecting VET in Spain in recent times while assessing the quality of VET rather positively. I explain the parallel development of three different subsystems and their approaches and efforts to reintegrate them. I also show conflicts over control upon VET governance and the role of national and regional governments as well as employers and union representatives in the design of qualifications. Transitions between education and employment, careers guidance and the connections of VET to social policies are also addressed.
