Collaborative Governance in Portugal? A Critical Perspective Based on an Empirical Survey

2020

Understanding the impact of the EU-led urban initiatives on city-making: evidences from the case of Palermo (Italy)

Southern Italy – the “Italian Mezzogiorno” – is recognised as one of the most controversial case for regional development in the European Union (Leonardi, 2005; Piattoni and Polverari, 2016). Within this broad geographical unit, home of around one third of the country’s population, after thirty years from the reform of the structural funds that in 1988 reshaped Cohesion policy, large regions such as Campania and Sicily have never changed their status of ‘less developed regions’. Major urban areas within these regions, therefore, reflect – and to some extent are an expression of – all the development questions the EU’s regional policy has aimed to address from the beginning: infrastructures …

Governing the Metropolitan Dimension: A Critical Perspective on Institutional Reshaping and Planning Innovation in Italy

2019

As in other European countries, over recent decades the question of met- ropolitan government has captured political and academic attention in Italy too. The debate has been recently fuelled by a national reform introduced to create 14 metropolitan authorities to provide for new government solutions in the territories of the larger urban areas. Based on literature and empirical observation, this paper presents a critical view of that process by examining the following questions: How do metropolitan areas relate to broader Italian urban policy? How does the reform contribute to a reshaping of multi-level governance through national and local initiatives? And how does institutional reorganisa…

Settore ICAR/21 - UrbanisticaThe chapter reports about a reinterpretation and interpretation of the bio-regional paradigm as a reference for interpretative practices governance and territorial project aimed at the "relocation" of human settlement in its socio-cultural and environmental milieu of proximity. The primary reference is to the wide and polyphonic bio-regional cultural movement developed in particular in the United States between the late 1960s and early 1970s.

The applicability of the indicators proposed by the European and national regulatory framework for the verification of the advancement of the plans: …

2014

Indicators are essential operational tools for the preparation of plans, to monitor their progress and for the ex-post verification of the results achieved. As it is known, there is a large corpus of indicators, both at Community and national Italian level, to which designers and planners can refer. However, it remains to verify the effectiveness of general validity parameters in describing the progress of the implementation of plans, which must be necessarily compared with more limited territorial situations. This paper addresses this problem, with reference to the Energy and Environmental Plan of the Sicilian Region (PEARS), comparing the themes proposed at European (Eurostat) and the Ita…

I piani energetici ambientali regionali. Applicabilità degli indicatori proposti a scala nazionale (ISPRA) ed europea (EUROSTA).

2014

As it is well known, indicators represent effective tools in the aim of designing, monitoring and verifying energy and environmental Masterplans. At this regard, a large number of indicators do exist both at European and country Italian levels which designers can usefully apply to. Anyway, being such indicators released at a general European level, their actual verifiability should be properly checked when them are applied to the local level of a given territory. In the present work this issue is approached by referring to the Sicilian Energy and Environmental Masterplan (PEARS): on purpose, the themes proposed at European (Eurostat) and country Italian (ISPRA) levels have been compared wit…

Long-termism e short-termism nella ricerca di strategie di sostenibilità

2021

The focus of legislators, authorities and academics on the temporal dimension of sus-tainable actions has led to the progressive re-emerge of the contrast between long-termism and short-termism, that is frequent indeed in corporate law. The orientation to long-term decisions and attempts to stem the short-term ones have been a main point of recent legislative measures on this topic. This paper aims to critically re-evaluate the above contrast, highlighting some of the most relevant areas that most need regulatory interventions and suggesting abandon-ing the frequent short-term disfavor.

2020

The review analyses the recent report on "La negociación colectiva en Europa. Una perspectiva transversal", directed by prof. dr. Cruz Villalón, whose main quality lies in the trinomial europeanisation-decentralisation-liberalisation: more particularily, the report highlights the current trajectory of industrial relations within the European Union member States, and how the neo-liberal ideology and the tools of the EU economic governance have contributed to strengthen the prerogatives of company agreement in the government of the employment relationship.
