Territorial Governance, E-Government and Sustainable Development Policy: A System Dynamics Approach

2013

Part 1: Research Foundations; International audience; The goal of this paper is to demonstrate how system dynamics modelling can be used in e-government policy and systems as an aid to spport territorial ananlysis, planning and governance, sustainable performance in urban areas and the assessment of policy outcomes. Topics such as renewable energy, efficiency, the design and exploitation of urban energy, water and waste management infrastructure and the alignment of different stakeholders provide relevant fields of study for the analysis of this paper. Specifically, we reflect upon the way in which a preliminary dynamic performance management model of an exemplary case study can be used to …

Equity in REDD+: Varying logics in Tanzania

2015

Equity is frequently cited as one of the key design aspects of environmental governance regimes. In the context of Reduced Emissions from Deforestation and Forest Degradation (REDD+), a forest-based climate change mitigation instrument, the manner in which ‘equity’ is understood will be of critical importance for the impacts and acceptance of REDD + policies and initiatives. Whereas the concept has been extensively studied in the academic literature, references to equity in REDD + policy debates and documents are often vague, leaving room for various interpretations and modes of implementation. In our case study of the Tanzanian national REDD + policy domain, we provide a conceptual framewo…

An ex post criticism, based on stakeholders’ preferences, of a residential sector’s energy master plan: the case study of the Sicilian region

2016

Energy master plans are important tools for an effective and sustainable land governance. On the other hand, the stakeholder role in setting priorities for planning energy interventions is dramatically increasing, also in the light of recently issued European directives. The priorities of energy-saving measures of the Sicilian energy and environmental master plan were originally established with the application of typical economic indicators (the cost of saved energy and the cost of avoided pollutant emissions). During the prioritization process, there was a minor contribution from stakeholders who were not directly involved in the priority-setting process but were only asked to express the…

Sustainable Development and Transition Management: A New Approach for European Peripheral Areas

2020

This paper on Europe as a sustainable economy and its policy for peripheral areas contributes to the analysis on the relationship between Transition Management and new approaches to regional development. It follows that regions are different ecosystems which require not only conventional macroeconomic visions for development processes, but also a precise spatial approach based on different levels of geographical aggregation. The physical environment, therefore, becomes a useful element not only to analyze the transition mechanisms, but also as a constitutive part of economic, social and environmental changes in the short, medium, and long term. A number of interesting aspects are examined a…

The choice of these elements and the analysis of their economic, social and environmental impacts are based on literature study and interpretation and extension of existing analyses which rather focus on either economic or environmental issues.FindingsThe main argument of the paper is that institutional capital is a fundament of sustainable development, and that a lack of suc…

Governance as a barrier to mainstreaming sustainable development in Riga, Latvia

2008

The Aalborg Commitments baseline review of urban sustainability undertaken in Riga, Latvia reveals significant discrepancies between the sustainability criteria of the Aalborg Commitments and municipal statutes and planning documents. An analysis of the European Common Indicators (ECI) and the State of the Environment in Riga indicators indicates that they can only partially fulfil a monitoring function for the implementation of the Aalborg Commitments. To gain insight into the institutional arrangements and governance practices of the municipal government and administration in the context of sustainability City Council deputies and municipal administration structural units and personnel we…

A new definition of soil to promote soil awareness, sustainability, security and governance

2022

Abstract In these last decades, the awareness that soil is a very important resource for humans has noticeably increased. Many actions and initiatives to promote soil governance, aiming at sustainable soil management and soil security have been undertaken by several national and international institutions and in many countries. Analysis of the changes of soil perception over the centuries allows highlighting a perfect harmony between the evolution of soil awareness and the level of knowledge and technology achieved by humans during their history and evolution. Notwithstanding these many achievements, soils continue to be scarcely considered in politics and society. We suggest some thoughts …

Sustainable Development Model of EU Cities Compliant with UN Settings

2021

Nowadays, the globally accepted UN concept of sustainable development (SD) is gradu®ally transferred to the city level, including small and medium-sized cities. The implementation of SD settings requires regular measurement of developmental progress to monitor the level achieved in statics and dynamics, and to make strategic decisions for the next period. The existing urban SD indicator systems and indices are not well-suited for the monitoring of specific cities. Benchmarking algorithms and mathematical modelling procedures were applied to create a methodology and mathematical model for measuring the achieved urban SD level and to ensure the most objective selection and proportions of key …

Normative Principles for Adaptation to Climate Change Policy Design and Governance

2012

Recognising climate change as a highly complicated and basically unstructured problem, the purpose of this paper is to suggest a theoretical frame supplemented with practical elements for adaptation to climate change policy design in the context of the requirements of sustainable development normative principles and criteria. The paper attempts to break the business-as-usual approach to policy design and decision-making practice concerning complicated and unstructured problems. The first recommendation for achieving that purpose is the application of a systemic and analytical approach to the elaboration process of adaptation policy, required by the United Nations’ Framework Convention on Cl…
