Retuning the Nordic Welfare Municipality: Central Regulation of Social Care under Change in Finland
2011
Purpose – The purpose of this paper is to analyse the changes that have taken place in the central regulation of social care in Finland since the 1970s. The changes in vertical central‐local relations are discussed in the context of economic and welfare state development.Design/methodology/approach – The paper is a case study, applying the concept of “the Nordic welfare municipality” to the case of Finland. With this concept, the author refers to the inherently contradictory character of the Nordic model of welfare governance: to a system that emphasises local self‐government but that, at the same time, perceives regional harmonisation as imperative.Findings – After strong central control d…

Intellectual Structure of the Belt and Road Initiative Research: A Scientometric Analysis and Suggestions for a Future Research Agenda
2020
China’s Belt and Road Initiative (BRI) has attracted increasing attention worldwide since its inception in 2013. Although the research is fast increasing in terms of publications, there is a lack of knowledge about the intellectual structure, research trends, and appropriate theories underpinning. Using bibliometric data from 1583 articles from 2013 to 2019 in the Web of Science and Scopus databases, we used bibliometric techniques and scientometric analyses to identify and analyze the intellectual structure, hotspots, and emerging trends in this field. We identified 18 clusters that we categorized into three groups for thematic discussion. Research gaps and future research directions were …
Free Cash Flow and the Governance of French Firms (Free Cash Flow Et Gouvernance Des Entreprises Françaises)
2008
The limitation of the problem of free cash flow depends on the efficiency of governance mechanisms. In our study, we chose four main governance mechanisms, namely debt, the distribution of dividends, boards of directors and ownership structure. On the basis of a sample of 94 French firms in 2004, the results show that sustained distribution of dividends, a small-sized board of directors and some level of share-ownership by board members and managers are necessary conditions to the resolution of free cash flow. External directors and controlling interests act on free cash flow risk rather indirectly by favouring a massive distribution of dividends. The CEO/chairman duality produces the oppos…
Fostering Collaborative Governance in Chronic Disease Management Programs: A Dynamic Performance Management Approach
2020
Chronic diseases are the leading cause of disability and mortality in the world and represent a global health emergency due to the increase in frequency and complexity that has been occurring in recent years. The outcomes related to chronic care needs depend on the joint effort of a multi-provider, multi-disciplinary, and multi-professional service network, which operates along a clinical pathway. However, all the different players involved in the provision of services may have different interests and goals derived from their organizational structure and their role in the overall health system. This context of fragmented governance makes performance management of care services problematic. …
Local State-Society Relations in Romania
2020
The chapter on Romania illustrates the working of networks of local state-society relations in a top-down context where the central government mandates the creation of networks and local governments are supposed to initiate and operationalize them. The chapter discusses two collaborative networks—local action groups and community consultative structures for child protection—and two self-reflective networks—local working groups on Roma issues and consultative committees on youth issues. The networks analyzed vary in terms of policy field coverage (broader vs. narrower field of activity), territorial coverage (single vs. multiple municipalities), and perceived stability in time. The analysis …
Changing Policy Environments in Europe and the Resilience of the Third Sector
2020
Contains fulltext : 202754.pdf (Publisher’s version ) (Closed access) In the article, we analyse the impact of changing policy environments on the development of the third sector in Europe. Based on the results of systematic comparative research in eight European countries (Austria, Croatia, France, Germany, the Netherlands, Poland, Spain and the UK), we identify commonalities and differences. In a three-step analysis, we examine policy changes, effects on the third sector and responses by third sector organizations (TSOs) in the social domain. Overall, the third sector in Europe has proven resilient. However, not only have public and private funding decreased, the process for acquiring suc…
Is there a Nordic Approach to Questions of Democracy in Studies of Network Governance?
2009
Abstract The notion of democratic network governance has attracted growing interest among students of local and regional governance in all the Nordic countries since the 1990s. This article examines whether research in this area reflects a particular Nordic account of democracy. The Nordic countries have strong traditions of local autonomy, local networks and the inclusion of civil society associations. The authors find reason to expect that the Nordic traditions of local and regional governance may have stimulated a common approach to democracy questions with the features of an integrative perspective. At the same time, the differences in the history of democratisation are likely to have u…
