Governing at the frontier of the European Commission : the case of seconded national officials

Studies of executive institutions have largely dealt separately with national and international executive institutions (IEIs). This study unpacks and repacks four conflicting decision-making dynamics that unfolds at the frontier of IEIs – that is, at the institutional rim where national and international executive institutions meet, interact and collide. Performance Management in Local Government: The Application of System Dynamics to Promote Data Use

The purpose of this article is to demonstrate how system dynamics can be used to enrich performance management in local government, focusing specifically on how the development of conceptual and simulation system dynamic models can foster a shared view of the relevant system among stakeholders to overcome factors that limit data use. Responding to this purpose, we present a normative case study on how key drivers can be used to foster a shared view of the residential refuse collection system for supporting policy and process changes. A major finding from our research, however, is that performance management cannot overlook the broader forces of citizenship outcomes that impact the community.

Abstract The majority of countries with advanced information and communication technology (ICT) infrastructure have been experiencing extended stagnation due to an “embedded” trap in ICT advancement. In this paper we argue that, even allowing for benevolent policy-makers, informational asymmetries can lead to a misallocation of public support for R&D, hence government policy failure, with the potential to exacerbate preexisting market failures. This article examines emerging governance practices in the REDD (Reducing Emissions from Deforestation and Forest Degradation) initiative. We examine three different general governance practices (neoliberal, post-national, and government-led practices) that have been applied in the interaction between international organizations and two REDD target countries: Mozambique and Tanzania.
