Political discretion and corruption: the impact of institutional quality on formal and informal entrepreneurship

This paper analyses the impact of political discretion and corruption on firm creation rates, distinguishing between formal and informal entrepreneurship. The results show that political discretion discourages the creation of formal enterprises as fewer restrictions on the government's opportunistic behaviour increases uncertainty and risks for entrepreneurial activities. Corruption also has a negative influence on formal entrepreneurship, as it increases the costs of the procedures required to create and manage the company with no assurance that the other party will fulfil the agreement. The objective of this study was to compare methane production and characteristics of digested material in anaerobic digestion concepts according to the Animal By-Products Regulation (ABP-Regulation) of the EC (hygienisation of biowaste for 1 hour at 70 °C, particle size <12 mm) and Finnish national regulations (treatment temperature 55 °C, feeding interval 24 h, hydraulic retention time (HRT) 20 d, particle size <40 mm) and with small variations in treatment methods for treating manure and biowaste. The paper addresses a puzzle resulting from the current global state of alert: the coronavirus pandemic brought us back to the world of the allegedly sovereign nation states with borders and national governments in charge, yet in fact, this retrieved sovereignty looks very vulnerable and precarious. We explain this controversy through a triad of concepts—sovereignty, governmentality, and post-liberalism—that we apply to an analysis of a corona-imposed state of emergency in Estonia and Finland. This article looks at the Swedish Finn Youth Organization’s transnational political activities, and how they have developed. In the beginning, the youth organization modelled itself after its mother organization and joined the Finnish Expatriate Parliament (FEP), which made its participation in transnational practices easy. The case study of the Swedish Finn Youth Organization in Stockholm, Sweden, demonstrates that if the younger generation is given an opportunity to establish and govern their own associations, new forms of organization can be expected.
