The Compound Machinery of Government: The Case of Seconded Officials in the European Commission

textabstractThis article explores the compound machinery of government. Attention is directed toward decision making within the core executive of the European Union - the European Commission. The article studies seconded national civil servants (SNEs) hired on short-term contracts. The analysis benefits from an original and rich body of surveys and interview data derived from current and former SNEs. The decision-making dynamics of SNEs are shown to contain a compound mix of departmental, epistemic, and supranational dynamics. Corporate boards and ownership structure: Evidence from Sub-Saharan Africa

This study examines the relationship between board structure and ownership structure for firms listed on the stock exchanges of twelve Sub-Saharan African countries, using data for the period 2006–2009. We find that ownership concentration, foreign ownership and managerial ownership are negativelyassociated with board size. We also find that government ownership is positively associated with the proportion of outside directors while ownership concentration is negatively associated with the proportion of outside directors. These results emphasize that board and ownership structure are both corporate governance mechanisms that are used as substitutes to one another in reducing agencyproblems.

Examining the database of applications to the Regional Government of Valencia's Institute for Small and Medium-sized Industries (Spain) for subsidies to aid technological development in small and medium-sized enterprises, this study seeks to explain the approval or rejection and the success or failure of projects that look to receive state funding. The independent variables in the database are particularly concerned with reliance on path dependence. Individualized evaluation of health cost and health risks

Abstract This paper presents an individualized evaluation of the health costs and health risks of haze pollution by conduction channels and conduction strengths. Ordinal probit model and quantile regression are used to analyze data on individuals in Hangzhou, an environmental friendly city in China. The analyses yield four findings. First, in Hangzhou, haze pollution increases citizens' health spending by >2.49 billion US dollars. Second, health costs are mainly driven by increased risks of respiratory infection. Abstract In civic crowdfunding, local communities are asked to financially contribute to projects aimed at the regeneration of an area. Usually a local government acts as a co-funder. This paper employs a fuzzy set qualitative comparative analysis to discover which conditions are combined and may result in the collection of a significant amount of funds. Contract Renewal in Urban Water Services, Incumbent Advantage, and Market Concentration

Contract renewal with the incumbent is common practice in the contracting-out of public services. It could, however, affect competition by reinforcing trends towards market concentration. This article contributes empirical evidence on the determinants of the result of public tenders for the renewal of private provision of the urban water service. A dataset with information on 215 public tenders held in Spain between 2008 and 2019 is employed. The methodology is grounded in logistic regression techniques. Procedures typically used in major language examinations and small-scale classroom testing and assessment are both covered. Abstract In this article we present the anthracological study of the settlement of Ses Paisses, located in north-eastern Mallorca (Balearic Islands, Western Mediterranean). A total of 25 charcoal samples have been analysed, corresponding to both concentrated (hearth and oven content) and dispersed charcoal fragments. The samples come from four different buildings of the settlement, each one showing different phases of occupation.
