The problem is that local officials often struggle with moving from adopting performance measures to actually using them for improving services and for making resource allocation decisions. In both Spain and Sweden the most important public support for older people that is provided in their own homes are home-help services. In Sweden, these programmes were expanded in years of economic growth but recently have radically declined. Spain still strives to expand them in spite of financial problems. Both countries ration these services but in different ways. Spain provides relatively few hours of help with household tasks, primarily to poor old people. Abstract: This paper addresses the issue of how the Living Lab model can be integrated into regional development policy, through a “demand-pull” approach to innovation in which institutional innovation plays a key role in the form of bottom-up partnerships between a range of actors. The chapter presents a Distributed Expert System based on a multi-agent-architecture. The system is composed of a community of intelligent conversational agents playing the role of specialized advisors for the government of a virtual town, inspired to the SimCity game. The agents are capable to handle strategic decision under uncertainty conditions.
