Domain-Specific Risk and Public Policy

We develop a method to estimate domain-specific risk. We apply the method to sickness insurance by fitting a utility function at the individual level, using European survey data on life satisfaction. Three results stand out. First, relative risk aversion increases with income. Second, marginal utility is higher in the sick state conditional on income, due to an observed fixed cost of sickness. Third, the domain-specificity of risk shifts the focus on the smoothing of utility, not consumption. The optimal policy rule implies that the replacement rates should be non-linear and decrease with income. nonPeerReviewed

Abstract Coloration is perhaps one of the most prominent adaptations for survival and reproduction of many taxa. Coloration is of particular importance for aposematic species, which rely on their coloring and patterning acting as a warning signal to deter predators. Most research has focused on the evolution of warning coloration by natural selection. Information Integration, Coordination Failures, and Quality of Prescribing

Poor information flows hamper coordination, potentially leading to suboptimal decisions in health care. We examine the effects of a nationwide policy of information integration on the quality of prescribing. We use the rollout of an electronic prescribing system in Finland and prescription-level administrative data. We find no effect on the probability of co-prescribing harmful drug combinations in urban regions. In rural regions, this probability reduces substantially, by 35 percent. The effect is driven by prescriptions from unspecialized physicians and from multiple physicians. Insects encounter a vast repertoire of chemicals in their natural environment, which can signal positive stimuli like the presence of a food source, a potential mate, or a suitable oviposition site as well as negative stimuli such as competitors, predators, or toxic substances reflecting danger. Red List status of species should reflect species extinction risk. Because data are limited and species response has a time lag, species may be threatened by extinction even if they are not Red‐Listed. The ability to predict species risk of extinction from ecological characteristics holds promises for proactively targeting conservation measures to species at high risk. In 2005, the risk of extinction from ecological characteristics was predicted for 81 species of Finnish butterflies. The European continent contains substantial areas of semi-natural habitats, mostly grasslands, which are among the most endangered habitats in Europe. Their continued existence depends on some form of human activity, for either production or conservation purposes, or both. We examined the share of semi-natural grasslands within the general grassland areas in boreal Europe. Aposematic organisms warn predators of their unprofitability using a combination of defenses, including visual warning signals, startling sounds, noxious odors, or aversive tastes. Using multiple lines of defense can help prey avoid predators by stimulating multiple senses and/or by acting at different stages of predation.
