The purpose of this paper is to describe the aporias in the institutional discourse regarding the strategies of reception-refoulement of asylum seekers in Italy. First, it will analyze the evolution of the institutional discourse on security in recent years through a reflection on some aspects of the Schengen Treaty and the Dublin Convention of 1985 (Dublion I, II and III) and “Regimes of Mobility” (Glick Schiller & Salazar, 2013). Il saggio evidenzia come il discorso istituzionale, il discorso pubblico dei media e, infine, le interviste di testimoni significativi descrivono tre aspetti del fenomeno dei rifugiati / richiedenti asilo che non possono essere ricondotti in un'analisi coerente di "fare Europa" e un'interpretazione unica. Šajā darbā tiek analizētas Migela de Servatesa romāna Dons Kihots parējmijas un to tulkojumi no spāņu latviešu valodā. Tas sniedza iespēju novērtēt tulkojuma ekvivalenci un salīdzināt divus tulkojumus latviešu valodā, jo tiek uzskatīts ka frazeoloģismu tulkošana ir viena no lielākajām tulkošanas problēmām. Darba teorētiskā daļa balstās uz Seviljas Munjosas (1993, 2002, 2013) un Korpas Pastoras (1996, 2000, 2003) pētnieciskiem darbiem kuri ir veltīti tieši parēmiju klasifikācijai un frazeoloģijas tulkošanai.
