In Portugal and in its former colonies, the expression "constitucionalismo outorgado » is part of the constitutional vocabulary since the granting of the Charter of 1826. The French inspiration is obvious ; however, no equivalent expression exists in France. This curiosity leads to measure all the ambiguity of the concept of "granted constitutionalism", an improbable oxymoron according to the president of the Portuguese Republic, Teófilo Braga. Is it about a simple political and linguistic claim, a temporary compromise at the end of a frustrated Revolution? Or does it translate a deeper program, to reconcile both sides of the constitutionalism, ancient and modern ?

After France, and before Brazil, the second article concerns Portugal. The portuguese legal framework was appropriate to stem the birth of the constituent power. Reconstructed on the basis of an apocryphal transcription of its founding pact, the Cortes of Lamego of 1143, the portuguese public law benefited on top of a written document born in the XVth century, the Ordenações. In the present paper is developed a statistical process control inspection procedure based on a new simple-to-implement and effective double sampling scheme for the c control chart, aimed at the minimization of the number of inspected observation units and warranting fixed levels for the type I and II error risks. In an attempt to improve the effectiveness of statistical process control (SPC) procedures, a variety of adaptive schemes has been developed in the last decades. However, considering control charts for attributes, relatively few works about adaptive schemes have been proposed, and most of them were proposed only recently. The present paper proposes a design approach for a statistical process control (SPC) procedure implementing a c control chart for non-conformities, with the aim to minimize the hourly total quality-related costs. The latter take into account the costs arising from the non-conforming products while the process is in-control and out-of-control, for false alarms, for assignable cause locations and system repairs, for sampling and inspection activities and for the system downtime. Caecal perforation is a complication secondary to colon obstruction. It may present with insidious clinical features and may be associated with chronic constipation. The event may become severe due to the peritonitic development. We present a case of caecal perforation associated with sub-occlusive carcinoma of the left colon and hypotonic colitis caused by chronic lavative abuse, demonstrated with Computed Tomography.

The paper describes the elaboration of the Charter of Lampedusa. It focuses on the political and geopolitical upheavals of 2014, paying particular attention to the evolving humanitarian-military devices of border management and controls deployed in the Euro-Mediterranean area. Borders are analyzed not only with respect to their function of geographic separation, but also as social, cultural, and economic markers.
